Towards this end, the ministry will do everything that is possible to encourage the growth of commercial and industrial enterprises and competition in green technology, he said.
"The Malaysian Green Tech Corporation will ensure that the five main key success factors in this green growth are in place," Chin said at the second International Greentech and Eco Products Exhibition and Conference Malaysia 2011, held here Tuesday night.
Among the keys are the enabling laws and regulations that provide business investment and stability in order to ensure the success of sector reforms and gain of confidence from investors, consumers and stakeholders.
The government also needs to have quality, skilled, knowledgeable, creative and innovative human capital, rather than just having sufficient number of qualified manpower, Chin said.
"These personnel should be adequately remunerated so as to attract, motivate and retrain the valuable human capital from within the country and abroad," he explained.
Chin also said consultation was another key. Sectoral stakeholders must be given the opportunity to comment or make their case concerning decisions that may impact them before the decisions are made, he said.
He said the ministry had been instructed to look into the possibility of having regular dialogue sessions on green technology with the industry.
Chin said consumers' interest was also a factor for the sector's success, where the government would have to ensure that the legal and regulatory frameworks support the rights of consumers, besides raising the general awareness level.
Incentives would be the final key, he said.
The government, from time to time, will look into other suitable incentives and instruments to ensure a systematic and sustained green growth in this country.
Chin said that while the government will facilitate the green growth agenda, industry players should also double their efforts to engage themselves in the green technology with more vigour and compassion.- BERNAMA
