SinarHarian:Selangor beri 4 syarikat konsesi air tawaran baru

Kerajaan Negeri Selangor akan mengemukakan tawaran baru berhubung langkah menstruktur semula bekalan air kepada empat syarikat sedia ada minggu depan.

Menteri Besar, Tan Sri Abdul Khalid Ibrahim berkata, tawaran itu dikemukakan selepas beliau menerima surat daripada Menteri Tenaga, Teknologi Hijau dan Air, Datuk Seri Peter Chin Fah Kui yang bersetuju dengan Kerajaan Negeri agar beberapa usaha dapat diambil supaya industri air di Selangor dapat disusun kembali secara holistik.

Awal bulan lalu, Kerajaan Negeri Selangor mengumumkan akan membentangkan cadangan dan juga kertas kerja berhubung perkara itu.

“Proses ini telah kita sediakan dan saya akan umumkan tawaran tersebut kepada empat syarikat yang mempunyai operasi air di negeri ini iaitu Syabas, Splash, Abbas dan Puncak Niaga,” katanya pada sidang media selepas mempengerusikan Mesyuarat Mingguan Kerajaan Negeri (MMKN) di sini semalam.

Beliau berkata demikian ketika ditanya berhubung penstrukturan semula air di negeri ini.

Bernama:Free Water Policy Unwise And Non-Sustainable, Says Academician

The Selangor government's policy of giving free water over the last four years is unwise and non-sustainable, says an academician.

Prof Dr Suhaimi Abdul Talib said the policy had resulted in shrinking revenue for the state government that would otherwise have come in handy or useful for improving infrastructure facilities.

"Although free water looks good as a short-term gain, from the long-term view we are not educating the people to value water," he said in an interview with Bernama today.

And Dr Suhaimi, who is Assistant Vice-Chancellor for Development, Facilities Management and ICT of Universiti Teknologi Mara, warned that "we don't have the luxury of infinite supply of water. We have to realise that our sources of water are depleting simply on account of a sharp increase in demand".

He said the state would also come to a stage where it could no longer draw raw water from outside sources and new sources of water would have to come from how best it could manage its own internal sources.

Dr Suhaimi said he was against a free water policy because the question of affordability was not an issue here.

Kerajaan Negeri Selangor hari ini memutuskan untuk tidak membenarkan Syarikat Bekalan Air Selangor Sdn Bhd (Syabas) membuat sebarang kenyataan akhbar mengenai operasi air melainkan ia telah mendapat persetujuan pentadbiran negeri.

Menteri Besarnya, Tan Sri Abdul Khalid Ibrahim berkata, keputusan dibuat berdasarkan perjanjian asal di antara kerajaan negeri dan Syabas di mana kerajaan negeri mempunyai kuasa untuk menyelia operasi syarikat pengendalian air itu.

“Kita (kerajaan negeri) kini membuat keputusan di mana pengumuman mengenai pencatuan ataupun perkara-perkara mengenai isu air tidak memberikan perkhidmatan kepada pengguna hanyalah dibuat selepas mesyuarat harian yang dilakukan di antara Syabas dan kerajaan negeri.

“Syabas tidak lagi dibenarkan untuk membuat kenyataan-kenyataan akhbar mengenai operasi air ini melainkan setelah mendapat persetujuan kerajaan negeri.

“Ini kerana mengikut perjanjian, Syabas ialah operator pengendalian air kepada kerajaan negeri sebab kerajaan negeri dalam perjanjian tersebut mempunyai Pengarah kawal selia air yang menyelia tentang Syabas.

Bernama:AKSB Digs Five Tube Wells To Overcome Water Disruption

Air Kelantan Sdn Bhd (AKSB), the company responsible for supplying clean water in the state, has constructed five tube wells to cater for the needs of about 125,000 residents in the district as well as part of Tumpat district.

AKSB Technical Development Department head, Ir Wan Mohd Zamri Wan Ismail said the construction of the tube wells was an immediate measure by the department to overcome the problem of water supply disruptions during the festive season, when many people return to Kelantan for the celebration.

He said this was a short-term measure to overcome the problems faced by the Kelar Water Treatment Plant, here which used water resources from Sungai Kelantan which failed to operate fully following the prolonged drought season since early this year.

Wan Mohd Zamri said two of the tube wells had already started operations while the other three were under construction and expected to be ready before Aidilfitri.-- BERNAMA

Bernama:Selangor Government Sets Up Special Committee To Take Over Water Concession

A special committee, which is led by Selangor State Secretary Datuk Muhammad Khusrin Munawi, has been set up to finalise plans to take over four water concession companies in Selangor by next month, Menteri Besar Tan Sri Abdul Khalid Ibrahim said.
The four companies are Syarikat Bekalan Air Selangor Sdn Bhd (Syabas), Puncak Niaga Sdn Bhd (PNSB), Syarikat Pengeluaran Air Sungai Selangor Sdn Bhd (Splash) and Konsortium ABASS.

The take over will be done based on the most reasonable market price, Abdul Khalid said in a statement here Thursday.

"If the concession holders rejected the offered price, they can take the matter to an independent arbitral body that will decide the suitable price.

"The state government will adhere to the decision made by the independent arbitral body," he said.

Abdul Khalid said the state government would also submit its proposal to the National Water Management Commission (SPAN), Pengurusan Aset Air Berhad (PAAB) and the Energy, Green Technology and Water Ministry to ensure that the water asset leasing process and the take over of the liability of water industry in the state be resolved simultaneously.--BERNAMA

Bernama:Selangor Government Can Restructure Water Supply - Special Cabinet Committee

The Selangor government can implement water supply restructuring scheme as long as it adheres to the Water Services Industry Act 2006, as well as all water concession agreements and laws in force.

The matter was finalised by the Special Cabinet Committee on Selangor Water Issues in its meeting chaired by Deputy Prime Minister Tan Sri Muhyiddin Yassin on Aug 2.

According to the committee's secretariat, the decision was in line with the Federal government's stand not to get in the state government's way to implement its desired holistic restructuring model.

The secretariat said the implementation of the holistic model, however, would require the state government to take over water concession companies in Selangor.

"Yet, the committee has no plan to interfere with the state government's efforts to take over equity in the concession companies since it is a commercial transaction between the two parties that should be implemented on willing buyer-willing seller basis," the secretariat said in a statement here Wednesday.-- BERNAMA

Bernama:Rozali Calls On Selangor Government To Stop Pointing Fingers And Solve Water Issues

Syarikat Bekalan Air Selangor (Syabas) executive chairman Tan Sri Rozali Ismail today called on the Selangor government to stop pointing fingers at other parties, including himself, in relations to the water issues in the state.

He said the Selangor government should discuss with the federal government or the relevant authorities on how to solve the water issues in the state for the benefit of the people.

Syabas, he said was also prepared to discuss the matter with the Selangor government, federal government or any other relevant parties to resolve the issues.

"Syabas is always concerned with the needs of Selangor people and will always try to ensure that the people affected by water disruption would receive sufficient supply of clean water and we hope the issues can be resolved soon," he said.

Rozali, who is the Malay Economic Consultative Council (Mapem) and the Malay Chamber of Commerce Malaysia (DPMMS) president, said this after attending a breaking of fast event organised by Mapem and DPMMS here Wednesday.-- BERNAMA

FreeMalaysiaToday:Syabas Tangguh Bekal Pada Industri, S’gor Jamin Selesai

Kerajaan Selangor akan menyelesaikan masalah membekalkan air kepada peniaga tempatan dalam industri yang ditangguhkan oleh Syarikat Bekalan Air Selangor (Syabas) sejak Januari 2012.

Exco Pelaburan,Perindustrian dan Perdagangan kerajaan negeri Selangor, Teresa Kok berkata jaminan itu diberi ekoran terdapat 234 permohonan projek untuk dibekalkan air ditangguhkan oleh Syabas.

Permohonan mereka tidak mendapat kelulusan akibat Syabas mengalami masalah kekurangan air.

“Jika mereka (Syabas) tidak berupaya untuk selesaikan hal itu, kerajaan negeri kata biar kita ambil alih. Ini kerana kita buat banyak permohonan dan ia ia sudah setahun sejak Syabas dan kerajaan negeri tidak berkomunikasi.

“Mana-mana permohonan untuk (pembekalan air) yang ditolak oleh Syabas perlu membuat permohonan kepada kerajaan negeri. Kerajaan negeri akan membawa perkara ini kepada Jawatankuasa Pemantauan Air Syabas,” katanya.

MalaysianInsider:Uncertainty hits hundreds of Selangor projects after water denial

Manufacturers and developers in Selangor are complaining that they have been left high and dry after being denied water service from the state’s sole water distribution company and say that the ongoing uncertainty could have an economic fallout.

This comes after the power struggle between Selangor and the state government over the state’s water assets resurfaced recently with another round of finger pointing on both sides over who is responsible for the current impasse on the restructuring of the critical water industry in the state.

Businesses said at a forum organised by Selangor today that the uncertainty of not having water could have significant repercussions and in some cases have cost money to their respective companies.

A representative from rubber glove manufacturer Top Glove said Syabas rejected its application for water to be connected to its new headquarters.

“The repercussions to the state are obvious,” he said. “The effect (of water shortage) on businesses in Selangor will be severe.”
