TheSun:Selangor hands letter to federal govt on Syabas takeover

The Selangor state government has handed a formal letter to the federal government on the state's planned takeover of Syarikat Bekalan Air Selangor Sdn Bhd's (Syabas) management as per Clause 32 of the concession agreement today.

The delegation, headed by state excos Dr Xavier Jeyakumar, Ronnie Liu, Iskandar A Samad and Dr Halimah Ali delivered the letter to Energy, Green Technology and Water Minister Datuk Seri Peter Chin Fah Kui's office in Putrajaya.

Chin's senior private secretary Nicholas Yii accepted the letter on his behalf.

Xavier said the state is ready to "step-in" to take over Syabas, adding that the Selangor government is ready to despatch a group of professionals to review the daily operations of Syabas and identify the real status of treated water in the state.

"Syabas has repeatedly said that there is a water crisis in Selangor. But this is not acceptable by the state, which is why we are saying Syabas has failed according to the concession agreement.

TheSun:Govt to set-up cabinet committee to tackle water crisis

A cabinet committee headed by deputy prime minister Tan Sri Muhyiddin Yassin has been set up to help resolve the Selangor water crisis.
It will look into the 'serious' conflict between the federal government, Syarikat Bekalan Air Selangor Sdn Bhd (Syabas) and the Selangor state government, said Energy, Green Technology and Water Minister Datuk Seri Peter Chin today.

The two contentious issues are a water rationing proposal by Syabas, and Mentri Besar Abdul Khalid Ibrahim's announcement that the state will take over Syabas' management – claiming that the latter had failed to discharge its duties in line with the concession agreement.

Besides Chin, other ministers named to the committee are Agriculture and Agro-based Industry Minister Datuk Seri Noh Omar; Minister in the Prime Minister's Department Datuk Seri Idris Jala and Federal Territory and Urban Wellbeing Minister Datuk Raja Nong Chik Raja Zainal Abidin.

"We will tackle the issues in a holistic manner," Chin told reporters after opening the Federation of Malaysian Manufacturers 2012 conference here.

Bernama:Selangor Government Told Not To Mislead Public On Water Issue

The Selangor government should immediately stop giving misleading press statements on the current water issue in the state as it was causing unnecessary panic among consumers, The Association of Water and Energy Research Malaysia (AWER) said today.
Its president, S. Piarapakaran said the recent statement by the state government that the dams in Selangor were full and thus did not justify the call for water rationing was very misleading.

"The core issue is not raw water but the supply of treated water which is unable to keep pace with the rising demand," he said.

He told Bernama that what the water experts were telling was that the treatment plants were being overworked and any more strain on them might jeorpardise the supply chain, thus warranting rationing.

He explained that dams were designed to withhold water for specified periods and if the water was utilised faster than its planned usage, the water level in the dams would go down, thus causing supply disruption to the treatment plants.-- BERNAMA

Bernama:Negeri Sembilan Has No Problem Selling Water To Selangor - MB

Negeri Sembilan has no problem selling its water to Selangor when the Sungai Triang Dam and Sungai Ngoi-Ngoi Water Treatment Plant, here, are completed at the end of this year, or early next year.

Menteri Besar Datuk Seri Mohamad Hasan said this was because both projects when operational, would produce excess clean water which could be sold.

"We will give assistance. We will do anything in the interest of the people, but how much we sell per litre is another thing," he said after chairing a state executive council meeting, here, Wednesday.

He said currently, Negeri Sembilan did not have excess water for sale as 70 million gallons of water were used daily in the Seremban district alone while the Sungai Terip Water Treatment Plant only produced 65 million gallons per day.

"But when the dam and plant are ready and start to operate, they are expected to produce around 60 million gallons of clean water a day to meet the shortfall in the district and have excess for sale, he said.-- BERNAMA

Mstar:Kumpulan Profesional Dihantar Teliti Operasi Harian Syabas - Abdul Khalid

Kerajaan negeri Selangor akan menghantar satu kumpulan profesional untuk meneliti operasi harian Syarikat Bekalan Air Selangor Sdn Bhd (Syabas) bagi mengenal pasti keadaan semasa air terawat di Selangor.

Menteri Besarnya, Tan Sri Abdul Khalid Ibrahim berkata, kumpulan itu dihantar kerana Syabas gagal memberi penjelasan terperinci dan memuaskan dalam beberapa isu ketika syarikat tersebut memberi taklimat kepada Setiausaha Kerajaan Negeri, pagi Rabu.

Kumpulan tersebut dianggotai oleh Ketua Pegawai Eksekutif Kumpulan Darul Ehsan Berhad (KDEB) Suhaimi Kamaruzaman, Pengarah Konsortium ABASS Sdn Bhd (ABASS) Abas Abdullah, Pengurus Besar Pengurusan Air Kumpulan Perangsang Selangor, Karim Endut dan Ketua Perancangan Strategik dan Pelaburan Perangsang Selangor, Kevin Lee.

"Kami yakin kumpulan ini akan dapat bekerjasama dengan Syabas kerana semua anggotanya berpengalaman luas dalam operasi dan pengurusan air," katanya pada sidang media selepas mempengerusikan mesyuarat exco di sini, Rabu.

TheStar:Syabas: We are not to blame

The current water crisis in Selangor is due to the state's refusal to approve and implement projects to increase the production of treated water which is currently in short supply, said Syabas technical services executive director V. Subramaniam.

“The current water crisis affecting various areas of Selangor, Kuala Lumpur and Putrajaya is the result of depleting source of treated water to be distributed to consumers,” he said at the company's headquarters in Bangsar, Tuesday.

He added that the short-fall was due to the refusal of the state government to issue the development order for the construction of the Langat 2 treatment plant.

"It is also the result of the state government's failure to gazette the tariff adjustments as stipulated in the concession agreement," he added.

MalaysianInsider:Syabas cannot call for water ration, says utilities watchdog

Selangor’s private water utility cannot initiate water rationing unless directed by regulators, an industry group said today just as the state government decided to take over the water works.

Water and Energy Consumer Association of Malaysia (WECAM) secretary-general Foon Weng Lian said Syarikat Bekalan Air Selangor (Syabas) has no such authority as they are not the water industry’s regulators.

“By doing this, Syabas is suddenly behaving as if they are the regulators of the water industry,” he told The Malaysian Insider.

WECAM’s reaction follows an announcement from Syabas on July 14 that it was asking the National Water Services Commission (SPAN) to allow an immediate water rationing exercise for areas within the Klang Valley due to the utility’s inability to maintain uninterrupted water supply to the region.

Today, Foon also expressed support for the Selangor government’s move to take over Syabas operations as announced earlier by Mentri Besar Tan Sri Khalid Ibrahim.

TheStar:Khalid: Selangor can override Syabas' decisions

The Selangor state government has the power to override decisions by water concessionaire Syabas, said Mentri Besar Tan Sri Khalid Ibrahim.

Khalid said that according to the concession agreement, state water regulator Datuk Noordin Sulaiman, who is also state economic planning unit director, has the power to override Syabas' authority to grant development order approval to new projects and factories in the state.

He said some 60 manufacturers had their development order application rejected by Syabas.

"In order to get development approval, each (relevant government) department will say 'yes', 'no', or 'can be considered'. For Syabas, they decided to say 'not recommended'.

TheStar:Selangor state govt wants to take over Syabas ops

The state government wants to take over the operations of water concessionaire Syabas after the company announced its intention to seek permission for immedi-ate rationing in several parts of the Klang Valley.

Mentri Besar Tan Sri Khalid Ibrahim said Clause 32 of the concession agreement allows the state government to step in to manage operations now undertaken by Syabas although it would need the approval of the Federal Government.

“It is doubtful that there is a real water crisis in Selangor as the state water regulator and Syabas board of directors have not been informed of the proposal (to start rationing),” he said here.

“We will write to the Federal Government and SPAN (the National Water Industry Commission) and wait for their response.”

TheSun:Holding water security to ransom

SELANGOR Mentri Besar Tan Sri Abdul Khalid Ibrahim last week upped the ante in his game of brinkmanship with the federal government over water issues as the dreaded water crisis has begun in his state, Kuala Lumpur and Putrajaya.

Reports say at least one million people in the three regions, which are the country's most densely populated, are affected by supply shortages.

It's not surprising that Khalid remains defiant. He thinks he holds the trump card against the federal government for the Pakatan Rakyat coalition which rules Selangor.

But what's unbecoming is that in doing so, he is also going against the "titah" or royal instruction of the Sultan of Selangor, Sultan Sharafuddin Idris Shah.

Bernama:Selangor MB Uncooperative In Resolving Water Woes - Mohd Zin

Selangor Barisan Nasional Coordinator Datuk Seri Mohd Zin Mohamed said Menteri Besar Tan Sri Abdul Khalid Ibrahim's failure to give full cooperation to the Federal Government to resolve the problem of insufficient water reserves in Selangor resulted in water rationing reported to have started in several parts of the Klang Valley.

He said the PKR-led Selangor government should give its approval for the construction of the Langat 2 water treatment plant as the water rationing exercise was just a short-term solution to overcome the water supply shortage.

"In this case, Syabas has no choice but to undertake water rationing to overcome water supply interruptions due to the low reserve capacity in Selangor.

"So, he (Abdul Khalid) should not deviate from the core issue and deceive the people of Selangor by saying that there is still sufficient water supply," he told reporters after officiating the new building of the community-based rehabilitation centre (PDK) at Bukit Changgang, near here Monday.

Mohd Zin said water shortages would occur unless the state government increased the treated water reserve to the industry's standard of 20 per cent, or a more comfortable buffer of 10 per cent.-- BERNAMA

Bernama:Selangor Government To Take Over Syabas Management

The Selangor government has decided to step in on the management of Syarikat Bekalan Air Selangor (Syabas) within 14 days after it was claimed that it was incapable of providing satisfactory water supply to consumers.

Selangor Menteri Besar Tan Sri Khalid Ibrahim said the decision was made under the power provided in Clause 32 of the concession agreement and that "stepping in is part of the concession agreement and is permitted".

"We have the documentation for the take over," he said, adding, however, that the state government would send a letter seeking approval from the federal government and the National Water Services Commission (SPAN).

MalaysianInsider:Public gave RM143,000 towards Pua’s Syabas suit damages

In just one week, tens of thousands of Malaysians rallied around the DAP’s Tony Pua and donated RM143,256, nearly three-fourths of the RM200,000 in damages he owed water company Syarikat Bekalan Air Selangor Sdn Bhd (Syabas) after losing a defamation lawsuit last month.

The opposition party had started an online campaign to raise RM100,000 to help the federal lawmaker pay the amount by July 16, but the financial support from the public was beyond expectation.

“As at 4pm 13/7/12 (Fri), the online donation campaign has raised RM143,256, a remarkable achievement of small contributions from tens of thousands of Malaysians in less than a week,” Pua wrote on his Facebook page this morning.

He also said that the party “will end the online fund-raiser today.”

TheStar:Sufficient water in Selangor

SELANGOR has more than enough raw water to supply to her people, said Health, Plantation Workers, Poverty and Caring Government Committee chairman Dr A. Xavier Jeyakumar.

He said seven dams – Semenyih, Langat, Klang Gates, Sungai Batu, Sungai Selangor, Sungai Tinggi and Subang – were at full capacity.

He said Syarikat Bekalan Air Selangor Sdn Bhd had forecast insufficient supply of water in 2015.

“The issue is actually about connectivity at all the water treatment plants where excess water could be channelled to areas that do not have enough supply,” said Dr Xavier in response to a question by Dr Abd Rani Osman (PR-Osman) on Selangor’s plan to resolve the water problem.

The looming water "crisis" surrounding the delayed construction of the Langat 2 water treatment plant is due to mismanagement and inefficiency of Syarikat Bekalan Air Selangor Sdn Bhd (Syabas).

State exco Dr Xavier Jayakumar told theSun that when the Langat 2 project was first discussed in 2008, it was with the understanding that the plant would come into operation in 2015.

"At no time was there a mention of a water crisis anywhere, not in 2008 and not in 2012.

"So if Syabas as the water supplier and distributor wants to say there is a huge water shortage in the area, it is purely its fault because we have more than enough untreated water around," he said.

The state government, through the Selangor Water Management Authority (LUAS), controls the state's seven dams, and water levels were between 92% and 100% as of July 2.

Bernama:Selangor Government Urged To Be Pragmatic In Facing Water Issue

Deputy Prime Minister Tan Sri Muhyiddin Yassin is urging the Selangor government to be more practical and pragmatic in facing the water supply crisis in the state.

He said the Selangor state government, under the leadership of Menteri Besar Tan Sri Abdul Khalid Ibrahim, should not turn the crisis into a political issue as it would only burden the people and the country if the problem was not addressed immediately.

"This is not a concern for Selangor and the Federal Territory only, but involves a large section of the population and water consumers besides the industrial and commercial sectors.

"So, the impact is not felt within the state only but also the country. So, we ask the Selangor government to be practical and pragmatic by taking immediate action.

"Don't turn the problem into a political issue or to make nonsensical threats," he told reporters when commenting on the statement by Abdul Khalid, which was carried by the press Saturday, giving an ultimatum to the federal government as a condition to continue the Sungai Langat Water Treatment Plant 2 (Langat 2).--BERNAMA

Bernama:Syabas Proposes Water Rationing In KL, Hulu Langat And Klang

Following the worsening water crisis in the Klang Valley, particularly in Kuala Lumpur, Hulu Langat and Klang, Syarikat Bekalan Air Selangor Sdn Bhd (Syabas) has proposed water rationing in the said areas.

Syabas will present its proactive action plan on the matter to the National Water Services Commission (SPAN) next week.

Syabas chief executive officer Datuk Ruslan Hassan said the plan was necessary to resolve the water crisis affecting the three districts, based on complaints by its residents.

He expressed confidence that the plan would be acceptable to them after the repeated problems they had been facing lately.

"If it's approved by SPAN, Syabas will ration water in the affected districts. We'll inform the residents before doing so," he said during a press conference at a housing estate in Taman Sungai Besi Indah here Saturday.-- BERNAMA

HarakahDaily:Selangor tolak Langat 2 bukan kerana politik

Senator Syed Husin Ali (gambar) memberitahu Dewan Negara, kerajaan Pakatan Rakyat Selangor menolak Loji Rawatan Air Sungai Langat 2 (Langat 2) bukan kerana politik tetapi masalah ekonomi.


Beliau berkata, harga air akan bertambah jika kerajaan negeri meneruskan pelaksanaan Loji Langat 2 itu nanti.

Malah jelas beliau, masalah penstrukturan semula air antara Syabas dan Kerajaan Selangor menjadi masalah sulit apabila kementerian dan kerajaan pusat masuk campur.

"Adakah ini diakui oleh kerajaan?" soalnya ketika mengemukakan soalan tambahan hari ini.

Dalam soalan asal, Senator Ahamad Yusop meminta Menteri Tenaga Teknologi Hijau dan Air menyatakan laporan media bahawa jika tiada kata sepakat antara Kerajaan Pusat dan negeri berkaitan isu air, akan berlaku krisis air yang teruk di Lembah Klang menjelang tahun 2014 dan melibatkan jutaan penduduk.

Selangor’s water impasse looks unlikely to be resolved before the next general election, as a likely shortage looms.

THREE weeks of thrills are finally over with Spain silencing critics by thrashing Italy 4-0 – the biggest margin yet in a Euro final.

As defending champions and holders of the World Cup, Spain have achieved a football treble never attained before.

The Spaniards are now seriously regarded as one of the greatest national football teams in history and living paragons of the beautiful game.

But it wasn’t the case in matches before the final. Spain was derided as boring for its “tiki-taka” style of football – the pert term used for the frequent short, sharp passing and possession to deprive the opposing team of the ball.

“Tiki-taka”, by the way, is the Spanish term for clackers, a toy comprising two plastic balls on a string which when swung up and down, knock to make clacking sounds.

Bernama:Kesedaran Tentang Penjimatan Air

Pengurusan air di negara ini dilihat semakin baik.

Bagaimanapun, apabila timbul isu krisis kekurangan air, rata-rata akan menuding jari kepada pengguna dan berkata mereka telah membazirkan air.

Pengarah Eksekutif Hal Ehwal Korporat, industri air gergasi, Syarikat Bekalan Air Selangor Sdn Bhd (Syabas), Abdul Halim Mat Som berkata, penggunaan air telah meningkat manakala pengeluaran air masih pada tahap kekal.

"Ini mungkin disebabkan cuaca panas menyebabkan pengguna lebih kerap mandi, menyiram pokok dan habuk tebal menyebabkan orang ramai sering mencuci kereta mereka," katanya kepada Bernama.

Sehubungan itu, Syabas menasihatkan pengguna agar berjimat cermat menggunakan air.

NST:Selangor water plants heading for breakdown

Several water experts have warned that the two water treatment plants in Selangor might break down if they continue to operate beyond their capacity.

They said the state's water crisis could be solved if the non-revenue water (NRW) leakages were resolved.

Water and Energy Research Malaysia Association president S. Piarapakaran said the overworked plants in Sungai Semenyih and Sungai Langat were bound to breakdown.

"The plants have been running on overcapacity. It is only a matter of time before one or more of the production lines stop operating."

It was reported that the Sungai Semenyih treatment plant had exceeded its water production capacity by 20 per cent, from 545 million litres per day to 653 million litres per day on June 5 to 11.

The Sungai Langat treatment plant had exceeded its water production capacity by 24 per cent, from 386 million litres per day to 478 million litres.

"If the country continues its annual treated water production demand of 2.14 per cent, we'll face a water crisis by 2014.

Water Association of Selangor, Kuala Lumpur and Putrajaya (SWan) rapped the Pakatan-led Selangor government for being oblivious to the impending severe water crisis.

SWan vice president, Aldric Loong Kim Yew said that water providing company Syarikat Bekalan Air Selangor (Syabas) records indicated that the current prolonged hot and dry weather in Klang Valley had contributed to zero reserve capacity.

“The average water demand in Selangor, Kuala Lumpur and Putrajaya has risen to 4,329 million litres per day (MLD) but the maximum operating and distributable capacity of the water treatment plants including Sungai Labu water treatment plant is 4,371 MLD.

“However the Selangor government is oblivious and claimed that all the dams are full and the consumers will not face any water shortages,” said Loong in a press statement.
