Energy, Water and Green Technology Minister Datuk Seri Peter Chin Fah
Kui said this was what was needed to break the stalemate over the
transfer of Selangor’s water assets under the state’s restructuring
plan.
He said he had written to Selangor Menteri Besar Tan Sri Abdul Khalid Ibrahim suggesting that the state government come up with new proposals.
“Once he (Khalid) has them, I am willing to sit down and discuss the new proposals.
"What I am trying to say is we need some concrete proposals other than what has been on the table. They are very keen to take over those water companies. But how?
"They have to come up with some suggestions that are practical."
Chin was speaking after witnessing the signing of two agreements between Ronser Bio-Tech Sdn Bhd and Suzhou Kangrui Environmental & Science Technology Co Ltd, and between Ronser Bio-Tech and Shanghai Jiatong University on wastewater treatment.
Chin said the ministry had met with the parties involved in the Selangor water issue on several occasions, but everything kept reverting to the "holistic approach" of wanting to take over.
"Selangor wants to take over all water concessionaires. But to do that, you have to get these concessionaires to agree to let go or terminate the concessions they own now. We cannot force them."
Chin said there were other options, including allowing these water concessionaires to proceed as O&M (Operation and Management) but with the assets owned by Pengurusan Asset Air Bhd (PAAB).
"We can turn them (existing water concessionaires) into just operations and maintenance, like contractors for PAAB."
Chin reiterated that if the state government wanted to take over water supply from the concessionaires, it should be through negotiations under the "willing buyer" and "willing seller" approach.
The concessionaires are Syarikat Pengeluar Air Sungai Selangor Sdn Bhd (Splash), Puncak Niaga (M) Sdn Bhd, Syarikat Bekalan Air Selangor Sdn Bhd (Syabas) and Konsortium Abass Sdn Bhd (Abass).
Chin also said he was keen to talk to the Selangor government on the Langat 2 water plant project.
"We need, especially during this hot month, to work more closely together. I don't think we should be hindered by any other motivation except to work together to supply enough water to the people."
The Selangor government had opposed the Langat 2 project, claiming it feared this would result in higher water tariffs for the people.--NST
