Angkatan Warga Aman Malaysia (WargaAman) disagrees with the ideas of Deputy Prime Minister (DPM) Muhyiddin Yassin who reiterated that the federal government will go ahead with the Langat 2 Water Treatment Plant Project (Langat 2) without the Selangor government’s approval.

“The federal government says, approved or not approved, we have already offered tenders for contracts to build Langat 2. In a month or two, we will go ahead with Langat 2 for the benefit of the people, and not for the menteri besar or the opposition,” he said in his speech at the 1Malaysia People Friendly Programme at Sekolah Kebangsaan Dr Abdul Latiff in Sabak Bernam on Saturday Jan 26, 2013.

The Langat 2 project has already seen a 40.55 percent delay or about 29 months behind schedule due to the opposition-led Selangor government’s refusal to approve the project. He also said that the federal government was determined to offset the impending water crisis in the Klang Valley and certain parts of Selangor, but without the state government’s approval to build the Langat 2 project, the problem could not be overcome.

Antara dakwaan-dakwaan yang dijelaskan SYABAS termasuklah urusan penyelengaraan pam air, dakwaan tidak mempunyai dana mencukupi untuk membaiki pam ekoran tarif air tidak dinaikkan, peranan seperti termaktub dalam Perjanjian Konsesi, dan banyak lagi.

“Adalah tidak wajar kerajaan negeri yang memegang 30 peratus ekuiti dan mempunyai wakil dalam Lembaga Pengarah SYABAS memberi galakan kepada pengguna untuk memfailkan saman terhadap SYABAS.

TheSun:SPAN not taking stern action: CAWP

The Coalition Against Water Privatisation (CAWP) lambasted the National Water Services Commission (SPAN) for its inaction against the two water concessionaires in Selangor about the ongoing water problems in the state.

Klang MP Charles Santiago said that SPAN, being the regulator, should be proactive, independent and play its role to ensure the problem is taken care of.

He said there seemed to be no form of enforcement by SPAN against Syarikat Bekalan Air Selangor (Syabas) or Puncak Niaga Holdings Bhd (PNHB) over the matter.

"SPAN's response was that Syabas and Puncak Niaga, and the water services industry is still new, so time should be given.

The ongoing dispute between Syarikat Bekalan Air Selangor Sdn Bhd (Syabas) and the Pakatan Rakyat-ruled Selangor has intensified with a call for royal intervention.

Parti Keadilan Rakyat's Youth Wing (AMK) will organise another march to Istana Alam Shah in Klang this Friday to submit a memorandum asking Sultan Sharafuddin Idris Shah Al-Haj to intervene in the dispute.

The memorandum will urge the Selangor Sultan to order Syabas to hand over the water concession to the state government

"Many steps have been taken by the Selangor AMK and Pakatan Rakyat leadership to solve the problem but it seems that Syabas under Tan Sri Rozali Ismail is resolute in not doing anything to help the state government.

“Kita juga sedang menunggu keputusan siasatan Jabatan Kimia terhadap sampel air Sungai Semenyih tersebut,” tambah beliau.
“Apa yang jelas, apabila Perdana Menteri Datuk Seri Najib Tun Razak membangkit isu air di Selangor, maka berlakulah gangguan air di beberapa kawasan di negeri ini.

QUESTION TIME Considering that we receive so much rain, we have so much forested land and so many rivers and streams, it is a crying shame that water woes have become a more or less perennial problem in Malaysia.
Not just that, it reflects total incompetence and perhaps even outright corruption in the way the country has dealt with the overall supply and distribution of a vital resource to its populace.

Such a situation demands immediate attention and solution, but the whole thing is mired in a morass of legal, watertight agreements which all but gives water concessionaires a major hold over how, and even whether, the water problem can be settled at all.

The underlying problem of water supply disruptions in Selangor and Kuala Lumpur has one root cause – for too long has it been viewed as a means to provide private profits for entrepreneurs who have had limited or no experience in the field.

Thus, the focus on the privatisation of water supply in these areas has been first and foremost to give a good return to those who, through patronage and or other means, have managed to obtain concessions for water supply and other attendant services such as water treatment.

Unfortunately, that has been the trend of privatisation in Malaysia. While privatisation was supposed to have increased the efficiency and efficacy of public services – which implies lower costs – the converse has often been true.

Bernama:Sungai Semenyih Water Treatment Plant Resumes Operations

The Sungai Semenyih Water Treatment Plant, which had stopped operations temporarily, resumed its operations last night, said Selangor Menteri Besar Tan Sri Abdul Khalid Ibrahim.

He said that the plant, managed by Syarikat Konsortium Abass, had to stop operations at about 1.30pm yesterday after the smell of oil above the allowed parameter was detected.

As a result, Abdul Khalid said the temporary closure of the plant's operatons for six hours was expected to affect water supply to consumers in Subang, Puchong and Sri Kembangan but not as severe as predicted by Syarikat Bekalan Air Selangor (Syabas).

"The Sungai Semenyih Water Treatment Plant has resumed operations as normal although it takes time for the treated water to reach consumers because the distribution of water to the consumers is fully under the control of Syabas as the sole water distributor in Selangor, the Federal Territories of Kuala Lumpur and Putrajaya.

"As such, Syabas must ensure that the mechanism for the distribution of treated water to the consumers functions smoothly to avoid a serious water supply disruption," he told a press conference after attending the Monthly Assembly of Selangor Civil Servants, here today.

Abdul Khalid said the Selangor Department of Environment and the Selangor Water Management Board had visited the contaminated area and would send a report for further action.-- BERNAMA

Bernama:Five Districts Face Up To Seven Days Water Disruption

The Sungai Semenyih Water Treatment Plant, which stopped operations for about seven hours yesterday due to pollution in the river, is expected to cause disruptions for five to seven days in several districts.

The affected districts are Petaling, Sepang, Klang, Kuala Langat, and the most serious, Hulu Langat with an estimated 125,000 consumers covering Bandar Baru Bangi, Kajang and Sungai Chuah.

Energy, Green Technology and Water Minister Datuk Seri Peter Chin Fah Kui said the ministry was taking the matter very seriously and working hard to handle it.

Apart from providing water through tanker lorries, he also suggested that Syarikat Bekalan Air Selangor (Syabas) and National Water Services Commission (SPAN) find other alternatives, such as a scheduled supply system.

"Maybe come up with a time table for particular areas. For example supply Bandar Baru Bangi on alternate days. In this way there'll be some water to the houses directly and they don't have to wait for the tankers.

Bernama:Allegations Against Syabas On Water Crisis Ridiculous, Says Assemblyman

Allegations by Selangor Menteri Besar Tan Sri Abdul Khalid Ibrahim that the water crisis which hit the Klang Valley is part of Syarikat Bekalan Air Selangor's (Syabas) political agenda is ridiculous, said Permatang assemblyman Sulaiman Razak.

It was a lie used by the state government to wash their hands off the situation and not take any responsibility, he said.

Sulaiman said Syabas was a company given a concession to supply water and it would not risk accusations, criticism and complaints from the people who are their clients.

"As a business, being able to sell more water means more profit so what good would the alleged gimmick have," he told Bernama.

Sulaiman explained that the real problem was a malfunction at pump stations due to maximum operation, and the state government was informed since 2009 that pump station capability needed to be increased to cater to increasing demand for water, which they (Selangor government) continued to ignore.

He said Selangor residents were most disappointed when Khalid refused to claim responsibility for the crisis, especially when they are suffering from the situation.

TheSun:Gripped by water issues

I HAVE a confession to make. Since I started this column almost one and a half years ago, I have been obsessed with writing about Selangor's water politics. The issue threatens to hold the water security of the state, Kuala Lumpur and Putrajaya to ransom amid warnings of a critical water crisis by next year.This is my seventh column on water.

Although 2014 has been singled out by Syabas, the Selangor water services concessionaire, and the federal government as the year when the crisis would set in if the Selangor government continues to stall granting a development order for the Langat 2 treatment plant, I always believed that it would happen earlier.

I'm not an alarmist or a pessimist, just a realist because having lived in Selangor for the last 30 years, it's obvious that this is one state where the pace of development has been uncontrolled and unstoppable.

Added to this is the massive transformation of Kuala Lumpur and Putrajaya in terms of construction development and population increase, for which the most basic need is water.

Thousands of people from all over the country are settling down in the Klang Valley daily because this is where the hub of the economy is, providing jobs and business opportunities in a nation experiencing a population boom.

Bernama:KDEB Explains Selangor Government Stake In Syabas

Kumpulan Darul Ehsan Berhad (KDEB), the investment arm of the Selangor government, said on Monday the Selangor government only had a minority share limited to board representation in Syarikat Bekalan Air Selangor (Syabas).

Its president, Suhaimi Kamaralzaman, said the state government only owned 30 per cent equity and had two directors in Syabas.

He said Syabas was still the key player in handling the operations and maintenance of water facilities.

"The day-to-day operations and maintenance of the water facilities are carried out by the management of Syabas who are appointed by the majority shareholder of Puncak Niaga Holdings Berhad," he said in a statement to Bernama.

Suhaimi was referring to comments made by Universiti Utara Malaysia academician and senior lecturer Dr Ahmad Zaharuddin Sani Ahmad Sabri on Saturday.

Bernama:Water Supply Recovery Begins Around Kuala Lumpur - Peter Chin

The water supply disruption in Kuala Lumpur has begun to recover after the installation of the bypass pipe by Syarikat Bekalan Air Selangor Sdn Bhd (Syabas) was completed at 4am Sunday.

Energy, Green Technology and Water Minister Datuk Seri Peter Chin Fah Kui said the water supply to the affected areas in Gombak had been 100 per cent restored, while in Kuala Lumpur, 85 per cent.

"The remaining areas which are still experiencing water supply disruption are houses on higher ground such as in Taman Shamelin and Bandar Sri Permaisuri.

"This is due to the steep rise in the demand of water in the newly recovered areas as the residents are still keen on storing as much water as possible for fear that the disruption would recur.

"The water supply to houses in the higher ground, however, is expected to be fully restored by later Monday night," he said in a statement here.-- BERNAMA

A DAP MP today accused the government of siding with Syarikat Bekalan Air Selangor (Syabas) even though the water distribution company has failed in its task.

Tony Pua, who is also DAP’s national publicity secretary, pointed out that it was the BN government that initiated the privatisation in 1996 and subsequently signed a concession agreement that allowed Syabas to increase tariffs by 37% in 2009, a further 25% in 2012, and another 15% in 2015.

The tariff increases every three years.

“When Syabas failed to deliver its services to the residents of Kuala Lumpur and Selangor over the past month, the BN government has chosen to blame the Pakatan Rakyat Selangor state government for failing to “approve” the construction of the Langat 2 Multi-billion ringgit water treatment plant.

“How is it Langat 2 which is only scheduled to be completed in 2014 at the very earliest, could have prevent the current water crisis in KL and Selangor is beyond our comprehension,” said Pua in a statement today.

The Langat 2 dam project is proposed by the BN government to overcome water shortage in Selango,r Kuala Lumpur and Putrajaya. It is scheduled to be completed the earliest, by next year.

MalaysiaKini:Signature campaign to ‘take over’ Syabas operations

PKR will launch a signature campaign tomorrow to pressure water concessionaire Syabas to hand over its operations to the Selangor government immediately.

NONE“(We) will launch a campaign to collect the signatures of one million water users to pressure Syabas to back down honourably,” PKR Consumer’s Bureau chairperson Yahya Sahri (right) said at a press conference today.

He said this is because Syabas has failed to perform adequately, citing numerous failures such as the recent water disruptions around Wangsa Maju and Pandan.

Once collected, he said the signatures would be handed over to Syabas.

At a separate press conference later, PKR director of strategy Rafizi Ramli announced that the party would also launch a petition campaign and protest next week to call for a pay cut for Puncak Niaga Holdings Bhd chairperson Rozalli Ismail, whose company is a major stakeholder in Syabas.

Between Puncak Niaga’s three executive directors, Rafizi pointed out that according to Puncak Niaga’s annual report, are paid RM17,252424 in total, of which he believes the lion’s share goes to Rozalli.

PKR’s Rafizi Ramli today alleged that the current water supply disruptions hitting Klang Valley residents were due to “political sabotage” by Syarikat Bekalan Air Selangor (SYABAS).

The PKR strategy director said SYABAS executive chairman Tan Sri Rozali Ismail’s explanations over the water supply crisis was nonsensical, and that the entire affair was a political gambit by rivals Umno.

Rozali was formerly treasurer to Umno Selangor.

“Therefore, in desperation, Umno with the blessings of Datuk Seri Najib took the decision to sabotage the water supply in Selangor to cause the people to hate Pakatan Rakyat,” Rafizi said at a press conference here.

He also unveiled PKR’s action plan to alleviate the water supply problem.

SelangorTimes:MP says SPAN also to blame

Member of Parliament Charles Santiago has requested to meet with the National Water Services Commission (SPAN) today (Friday) to try and solve the water disruption issues in Selangor.

Santiago pointed out that SPAN is responsible to regulate water concessionaires like Syarikat Bekalan Air Selangor (Syabas) and Puncak Niaga Holdings Bhd but is not doing so.

“Where were you (SPAN) and what were you doing?

“If you did your job and made sure Puncak Niaga fixed the broken water pump at Wangsa Maju based on the audit reports done a year ago, then this manufactured water crisis would not have happened,” he said during a press conference at his office on Tuesday.

He said this in response to the water cuts faced by some 100,000 residents in the area since last week due to broken water pumps at the dam.

“Kegagalan demi kegagalan pada sistem SYABAS ( Syarikat Bekalan Air Selangor) dalam tempoh beberapa hari sahaja menimbulkan pelbagai tanda tanya.

“Oleh yang demikian kami mahu siasatan terperinci untuk mengesahkan kejadian-kejadian itu bukan satu sabotaj yang dilakukan oleh mereka yang berniat memburukkan kerajaan negeri Selagor,” katanya yang membacakan satu memorandum.

Beliau bersama lebih 40 penduduk lain berhimpun di hadapan Wisma Rozali, yang menempatkan pejabat SYABAS di Shah Alam bagi menyerahkan memorandum tuntutan berkenaan.

Ampang MP Zuraida Kamaruddin today sent a memorandum to SYABAS for its alleged failure in managing Selangor’s water resources.

“Today, PKR together with MPAJ council members will submit a memorandum to SYABAS and carry out discussions with them,” Zuraida said.

The PKR Wanita chief was at the SYABAS headquarters in Pantai Baru at 10.30 am to submit the memorandum and discuss the matter with the company’s chief executive officer, Datuk Ruslan Hassan.

She was accompanied by residents’ groups and Ampang Jaya Municipal Council (MPAJ) members.

“We state six demands to SYABAS and urge them to take the necessary action towards all these demands,” Zuraida said.

Selangor has demanded that it be allowed to take over water operations from Syarikat Bekalan Air Selangor Sdn Bhd (Syabas), so as to resolve the current water crisis in the Klang valley and avert such problems in the future.

In asserting this, Mentri Besar Tan Sri Abdul Khalid Ibrahim said Syabas' failure to fulfil its responsibilities under the concession agreement with the state in providing services to consumers has made it imperative for the state to step in.

"It is imperative to end the concession agreement altogether, with the Selangor government stepping in to prevent any future water disruptions," he said today.

Abdul Khalid urged the federal government to cooperate with the Selangor government to allow the state to take over water services in accordance with the Water Services Industry Act 2006.

On July 16 last year, Abdul Khalid had announced the state's intention to take over the management of Syabas, citing – among other things – RM2.8 billion in debt accumulated by the company resulting in poor water operations in the state.

Syarikat Bekalan Air Selangor (SYABAS) menafikan wujudnya unsur sabotaj dalam masalah bekalan air terbaru di negeri tersebut, sebaliknya mendakwa berlaku kekurangan sumber bekalan air yang meruncing.

Ketua Pegawai Operasi SYABAS Datuk Ir. Lee Miang Koi berkata, sumber bekalan air terjejas teruk kerana dua pam yang menyalurkan air ke wilayah Kuala Lumpur dan Gombak, iaitu pam Wangsa Maju dan Pudu Hulu rosak, tetapi sudah dibaiki dan beroperasi sejak 2 dan 3 Januari lalu.

“Bagi pam Pudu Hulu, ia telahpun beroperasi sejak 3 Januari melibatkan 18,000 akaun (pengguna) dan pulih sepenuhnya pada 6 Januari, sementara pam Wangsa Maju beroperasi pada tahap 180 juta liter sehari (JLH) sejak 2 Januari,” kata Lee pada sidang media dalam lawatan wartawan ke pam air Wangsa Maju hari ini.

Menurut Lee, kadar pengepaman terpaksa dihadkan kepada 180 JLH dari kadar biasa iaitu 210 JLH kerana kekurangan sumber bekalan air.

“Walaupun kedua-dua pam air sudah dibaiki, bekalan air masih lagi tidak mencukupi kerana sumber yang ada tidak cukup untuk menampung permintaan yang meningkat,” kata Lee lagi.

Lee berpendapat masalah air dapat diselesaikan sekiranya projek pembinaan loji penapisan air Langat 2 siap dan beroperasi.

The water crisis in the Klang Valley, especially in Ampang and Cheras, is expected to continue up to the Chinese New Year celebration in February, according to Syarikat Bekalan Air Selangor (Syabas).

The water supply situation in both areas will be monitored closely and Syabas will update residents on the latest status on a daily basis, its executive chairman, Tan Sri Rozali Ismail, said.

He said Syabas had deployed technical and non-technical staff from various departments to assist the affected residents.

"It is our duty to supply residents with clean water and, since we cannot do so with pipes, we will distribute water using lorries and tankers. We will help them carry the water to their homes," he said.

Rozali was addressing about 200 Syabas staff at a briefing before their deployment to assigned areas, at the Syabas headquarters, here, today.

TheSun:S'gor state and federal govt dispute causes water troubles

An impasse between the Selangor state government and the federal government has escalated the water woes affecting almost 90,000 households in Gombak and KL.

Since Saturday, residents have been experiencing water cuts because a water pumping station at Wangsa Maju broke down.

Syabas claimed the breakdown was due to the pumping station operating beyond capacity since 2004 while frustrated residents have lashed out at the water operator for mismanagement of the situation.

Selangor state exco member Xavier Jayakumar said Syabas' poor maintenance led to the pumping station's failure.

"Based on our investigation, all five pumps, including two standby pumps, were not functioning," he said today.

He suggested the state government, through the Selangor water governance board (LUAS), take over the pumps should Syabas be unable to handle the water supply.

Kecuaian Syabas ini mrnyebabkan kepayahan kehidupan harian lebih 60 ribu penduduk kawasan terlibat.

Sekiranya Syabas tidak mampu menyelenggarakan rumah pam tersebut, kerajaan negeri tiada masalah melalui Lembaga Urus Air Selangor (LUAS) untuk mengendalikan rumah pam tersebut.

Kerajaan menganggap kelalaian Syabas merupakan 'pure negligence and criminal in nature'.

Kelewatan kerajaan Selangor melaksanakan pembangunan sistem pengepaman tambahan di rumah pam Wangsa Maju di sini, menjadi punca kepada masalah ketiadaan air yang menjejaskan lebih setengah juta penduduk ibu kota sejak seminggu lalu, dakwa Syarikat Bekalan Air Selangor (Syabas).


Ketua Pegawai Eksekutif Syabas Datuk Ruslan Hassan berkata cadangan untuk membina sistem itu dikemukakan sejak 2009 dan pada Mac 2012, kerajaan Persekutuan meluluskan pelan pembangunan serta pinjaman untuk projek itu dibangunkan oleh Kerajaan Selangor.

“Tetapi sehingga kini, kita difahamkan projek ini masih di peringkat rundingan reka bentuk oleh Kerajaan Selangor dan dijangkakan projek itu akan mengambil masa setahun untuk disiapkan jika dilaksanakan dengan kadar ‘fast track’,” katanya kepada pemberita di sini, hari ini.

Beliau juga memperjelaskan cadangan untuk membangunkan sistem pengepaman dibuat pada 2009 selepas menyedari masalah kekurangan air akan berlaku ekoran rumah pam Wangsa Maju yang sedia ada telah beroperasi secara ‘overload’ dengan permintaan bekalan air yang meningkat sejak kebelakangan ini.

Rumah pam Wangsa Maju dengan kapasiti bentuk 136 Juta Liter Sehari (JLH) mula beroperasi sejak tahun 2004 di bawah pengurusan Perbadanan Urus Air Selangor Berhad (Puas) dan kebelakangan ini, kadar pengepaman ditingkatkan sehingga mencecah 200 JLH.
