KUALA LUMPUR: Kerajaan diminta melaksanakan empat pendekatan bagi meningkatkan kesedaran masyarakat supaya mereka lebih menghargai sumber air negara.
Naib Canselor Universiti Teknologi Malaysia (UTM), Prof Datuk Dr Ir Zaini Ujang, berkata ini termasuk mengkaji semula kadar tarif air, tidak mempolitikkan isu air, berfikiran holistik dan mengubah bentuk pengurusan air ketika ini.
Bagi soal bayaran misalnya, mana-mana isi rumah atau industri perlu dikenakan tarif lebih tinggi jika mereka menggunakan air melebihi kadar tertentu.

Selangorkini:Syabas Gagal Selenggara Air Dengan Baik
SHAH ALAM 27 OKTOBER : Kerajaan Negeri Selangor melahirkan kebimbangan dengan peratusan Air Tidak Berhasil (NRW) yang tidak terkawal dan gagal dikurangkan oleh Syarikat Bekalan Air Selangor Sdn Bhd (SYABAS) walaupun mendakwa telah melakukan pelbagai usaha untuk mengurangkannya.
Menurut Exco Pelancongan, Hal Ehwal Pengguna dan Alam Sekitar, Elizabeth Wong kegagalan SYABAS menurunkan peratusan NRW ke tahap yang memuaskan membuktikan syarikat konsesi air ini gagal menjalankan penyelenggaraan paip-paip air dengan baik.
Elizabeth yang juga Adun Bukit Lanjan menjelaskan semua perkara di atas semuanya termaktub dan dikehendaki seperti dalam perjanjian penswastaan air antara kerajaan negeri dengan syarikat konsesi.
“Jika SYABAS tidak mampu mengurangkan NRW pada tahap yang memuaskan, ia akan memberi kesan langsung kepada bekalan air bersih untuk pengguna,” katanya.

Pengerusi Jawatankuasa Bertindak Pelancongan, Perpaduan, Kebudayaan, Kesenian, Warisan dan Adat Istiadat Melayu, Datuk Mohammad Razi Kail berkata, di daerah ini sekurang-kurangnya lebih 66 pemilik harta komersial yang perlu berbuat demikian dan dari masa ke semasa penggunaannya akan diperluaskan di kawasan lain.
Menurutnya, penyambungan ini perlu dilakukan ke sistem pembetungan pusat yang terletak dalam jarak 30 meter dari hartanah mereka.
“Sehingga kini, selepas hampir setahun pembetungan berpusat di Bandar Sunggala beroperasi kegunaannya hanya dimanfaatkan oleh lima hingga 10 peratus sahaja oleh pemilik harta komersial.

SelangorKini:Pemberian Air Percuma Cara Selangor Pulang Untung KDEB Kepada Rakyat
SHAH ALAM, 25 Oktober : Isu KDEB menanggung kerugian berikutan pemberian air percuma seperti yang berbangkit dalam Laporan Ketua Audit Negara, tidak perlu timbul langsung kerana dana untuk program pemberian air percuma ini disalurkan terus oleh Kerajaan Negeri kepada KDEB untuk pembayaran.
“Oleh kerana itu, pemberian air ini menerusi KDEB akan diteruskan kerana ia telah memberi manfaat kepada lebih 1.2 juta rakyat negeri setiap tahun sejak dilancarkan pada Jun 2008,” Kata kenyataan media yang dikeluarkan oleh Pejabat Menteri Besar.
Menurut Pejabat Menteri Besar itu berkata kerajaan Selangor di bawah Pakatan Rakyat mahu memastikan keuntungan anak syarikat disalurkan dengan betul dan tepat kepada golongan sasaran supaya tidak berlaku ketirisan dalam agihan kekayaan negeri.
Selepas Kerajaan Negeri Selangor diambil alih Pakatan Rakyat, Kerajaan negeri mengamalkan dasar “Hasil Negeri Untuk Rakyat” menerusi program “Merakyatkan Ekonomi Selangor“(MES) yang bermaksud semua aset atau harta yang dimiliki kerajaan negeri adalah milik rakyat Selangor.

Bernama:Selangor MB's Statement On Water To Be Tabled At Syabas Meeting
SHAH ALAM, Oct 20 (Bernama) -- Syarikat Bekalan Air Selangor Sdn Bhd (Syabas) will peruse Menteri Besar Tan Sri Abdul Khalid Ibrahim's statement that the state government's water treatment plants which it manages, do not produce enough treated water and were poorly maintained.
Executive chairman Tan Sri Rozali Ismail said Syabas would bring the matter to its management meeting to study if there was any basis to the allegation.
"I have read the statement in the newspapers today and we will examine the allegation before making any statement," he said after chairing the Malay Economic Consultative Council (Mapem) meeting here Thursday.
Abdul Khalid was reported as saying two accounting firms were appointed to study Syabas' accounts and operations.

"If Syabas water treatment plants are in good condition, there will be no problem.
"As of now, the treatment plants are not maintained properly and the people of Selangor are not getting proper treated water," he said after chairing the weekly exco meeting here Wednesday.
Given this, Khalid said the state government had appointed two audit firms to look into Syarikat Bekalan Air Selangor Sdn Bhd's (Syabas) operations, to ensure the water treatment plants were being managed well.
On Tuesday, Energy, Green Technology and Water Minister Datuk Seri Peter Chin reiterated Putrajaya's stance that taps would run dry in Selangor by 2014 if the Langat 2 plant was not built.
He faulted the Pakatan Rakyat state government for delaying approval for the project, said his ministry would explain through a 20-minute video the dire consequences for the state and the federal territories of Kuala Lumpur and Putrajaya.

Menteri Besar Tan Sri Abdul Khalid Ibrahim said it is to avert water shortage in the state while not without being dependent on Langat 2 Water Treatment Plant (Langat 2) project.
He said the two firms, Messrs Atkins and Halcrow, were appointed because of their expertise in auditing water companies at international level.
"We must work without the benefit of Langat 2. The state government has appointed Messrs Atkins and Halcrow to study the use of the state's assets including treatment plants that will be restored so that we have sufficient treated water.
"Right now, many state-owned plants managed by Syabas do not produce enough treated water," he told a press conference after chairing the State Exco meeting here.
This is because the state government could not wait for Langat 2 project but instead want to tackle problems faced by treatment plants.
Khalid said based on reports from Lembaga Urus Air Selangor (LUAS), the state has more than enough raw water supply.-- BERNAMA

Utusan Malaysia:Dokumentari jelaskan krisis air
PUTRAJAYA 18 Okt. – Kementerian Tenaga, Teknologi Hijau dan Air hari ini menerbitkan sebuah video dokumentari bertajuk 2014: Satu Penjelasan untuk memberi kesedaran kepada rakyat mengenai krisis bekalan air.
Menterinya, Datuk Seri Peter Chin Fah Kui berkata, penerbitan video itu bakal memberi kefahaman kepada rakyat terhadap krisis air yang akan berlaku di Selangor, Kuala Lumpur dan Putrajaya menjelang 2014.
“Siri video ini melibatkan penjelasan daripada menteri sendiri, Ketua Pegawai Eksekutif Suruhanjaya Perkhidmatan Air Negara (SPAN), Datuk Teo Yen Hua, Presiden Persatuan Air Malaysia (MWA), Ahmad Zaidi Jamil dan Presiden Gabungan Persatuan Pengguna Malaysia (FOMCA), Datuk N. Marimuthu.
“Tempoh masa setiap siri ini dianggarkan selama lima minit dan akan dimuat naik melalui laman sosial Youtube, blog menteri, Facebook dan laman web kementerian serta rangkaian sosial lain,” katanya.
Beliau berkata demikian pada sidang akhbar selepas menyempurnakan pelancaran video dokumentari tersebut pada majlis perhimpunan bulanan kementerian di sini hari ini.
Turut hadir, Ketua Setiausaha kementerian itu, Datuk Loo Took Gee dan Pengerusi Suruhanjaya Perkhidmatan Air Negara (SPAN), Datuk Ismail Kassim.
Fah Kui berkata, langkah penerbitan video di bawah Program Kempen Air di Selangor, Kuala Lumpur dan Putrajaya itu dapat menyebarkan maklumat mengenai kepentingan bekalan air bersih di wilayah berkenaan.
Terdahulu, beliau mengulas kegagalan beberapa siri perbincangan di antara Kerajaan Persekutuan dengan kerajaan negeri Selangor berhubung kemelut pembinaan Loji Rawatan Air Langat 2 (Langat 2).
“Kebuntuan tersebut berpunca daripada kedegilan kerajaan Selangor yang mahu mengaitkan projek Langat 2 dengan penstrukturan semula industri perkhidmatan air di negeri tersebut,” katanya.
Ditanya mengenai keputusannya bertanding jawatan presiden Parti Rakyat Bersatu Sarawak (SUPP), beliau berkata, tindakan itu diambil di atas permintaan dan desakan berterusan yang diterimanya daripada kepimpinan peringkat akar umbi parti itu.
Namun, Fah Kui menambah, sekiranya terpilih, beliau akan memegang jawatan itu untuk tempoh tiga tahun sahaja.

Bernama:SYABAS Signs RM110 Million Government Loan
KUALA LUMPUR, Oct 17 (Bernama) -- Puncak Niaga Holdings Bhd's 70 per cent owned subsidiary, Syarikat Bekalan Air Selangor Sdn Bhd, has signed a RM110 million loan facility agreement and deed of assignment with the government.
The company said the facility would be used to finance capital expenditure work for old pipe replacement in 14 critical areas in Selangor, Kuala Lumpur and Putrajaya for RM95 million.
The balance will be used to upgrade a water supply system to move 65 million litres per day of clean water from the Bernam River Headwork Reservoir in Sabak Bernam, it said in a circular to Bursa Malaysia.
The disbursement of the loan will increase the borrowing level of Syabas and Puncak Group but the loan is not expected to have any material effect on its gearing.
The loan tenure is for 20 years, the company said.-- BERNAMA

KUALA LUMPUR: The federal government appears reluctant to proceed with any further discussions on the Selangor water restructuring exercise without the state government first agreeing to the development of Langat 2 Water Treatment Plant (WTP).
“In a meeting held on Sept 6, 2011, despite the state government’s previous agreement to the proposed holistic restructuring, the federal government through the Energy, Green Technology and Water Ministry insisted on proceeding with the development of Langat 2 WTP on a standalone basis without implementing the remaining proposals under the previously agreed restructuring of the Selangor water industry,” Selangor state exco member Dr Xavier Jayakumar said in a statement distributed in Parliament yesterday.
He said the state government had in April 2011 agreed to implement a proposed restructuring with the federal government that would ensure the long term sustainability of the Selangor water industry through the treatment and supply of water by a holistic water operator, wholly owned by the state.

Bernama:Parliament: No Plan To Privatise Indah Water Konsortium - Najib
KUALA LUMPUR, Oct 5 (Bernama) -- The government has no plan to privatise Indah Water Konsortium (IWK) for the time being, Prime Minister Datuk Seri Najib Tun Razak said.
Najib who is Finance Minister said the government, however, would support the effort spearheaded by the Energy, Green Technology and Water Ministry to strengthen the sewerage industry.
The effort would involve, among others, restructuring the sewerage industry and carrying out a review of sewerage tariffs, he said in his written reply to Loke Siew Fook (DAP-Rasah) at the Dewan Rakyat Wednesday.
The prime minister said the government had taken over IWK's equities for a sum of RM192 million in 2000 and spent RM1.2 billion to make up for the deficit in IWK's operations.
"This was because the sewerage tariffs were lower than the actual operations cost," he said.
Najib said IWK's liabilities up to June this year was RM1.98 billion comprising mostly government-support loans while total assets were RM1.2 billion.-- BERNAMA
