Bekas Menteri Besar, Dr Mohd Khir Toyo berkata, Selangor tidak mempunyai alasan menolak pembinaan projek loji air Langat 2 kerana ia tidak menggunakan wang kerajaan negeri walau satu sen.
Beliau menyifatkan tindakan Menteri Besar, Tan Sri Abdul Khalid Ibrahim menghalang pembinaan loji air Langat 2 ini merupakan sabotaj kepada ekonomi dan kewangan negara.
Katanya, kerajaan Persekutuan akan menanggung beban kewangan yang besar kerana terpaksa membayar faedah dan hutang kepada Japan International Cooperation Agency (JICA) yang berjumlah berbilion ringgit.
Pada masa sama, beliau menolak dakwaan jika loji air dibina, tarif air akan naik dan rakyat akan dibebani kos yang tinggi.
“Ini semua tidak lebih daripada manipulasi politik ala sosialis yang menguar-uarkan mantera perjuangan untuk rakyat menentang kerakusan kapitalis,” tambahnya.
Sebaliknya kata Dr Mohd Khir, menangguhkan projek loji air Langat 2 menyebabkan kos pembinaannya akan meningkat dengan lebih tinggi kerana kos pembinaan sentiasa meningkat dari tahun ke tahun.
“Hakikatnya kos menguruskan air bersih di Lembah Klang sangat tinggi hingga mencecah berbilion ringgit. Ia perlu ditangani dengan cermat dan berhati-hati agar rakyat tidak terbeban dengan kos yang tinggi sama ada melalui tarif air mahu pun melalui subsidi kerajaan yang akhirnya merupakan wang rakyat juga.,” kata Dr Mohd Khir.
Bekas Menteri Besar Selangor itu juga mendakwa Abdul Khalid tiada pengalaman dan pengetahuan dalam bidang ini ingin menghalang pembinaan empangan ini.

Menteri Besar Tan Sri Abdul Khalid Ibrahim berkata, pihaknya mempunyai maklumat termasuk pembiayaan yang dibuat oleh syarikat terlibat.
“Ada beberapa tender dan kontrak yang berbeza. Satu buat loji, terowong dan empangan. Kita sudah ada nama syarikat dan pembiayaan yang dibuat. Sebelum forum air kita akan didedahkan hal ini. Kita akan beritahu kepada semua masyarakat,” kata Abdul Khalid.
Dalam satu kenyataan Isnin lalu, Setiausaha Politik beliau Faekah Husin berkata, masalah air di Selangor berpunca daripada pengurusan air yang lemah dan menyebabkan rakyat terpaksa menanggung kos tarif air tinggi.
Faekah mendakwa pembinaan Loji Rawatan Air Langat 2 (Langat 2) yang melibatkan kos RM12 bilion sebenarnya dilaksanakan atas kepentingan kroni pihak tertentu dan bukannya untuk membantu rakyat.

Bernama:Raw Water Supply Prime Issue In Solving Selangor's Water Problem, Says MB
Selangor Menteri Besar Tan Sri Abdul Khalid has once again defended the state government's stand that the issue of raw water supply was more important than treated water in solving the water suppy problem in Selangor in future.
Abdul Khalid also suggested that raw water be channelled to Selangor from Tasik Kenyir in Terengganu as the lake is more than 100 metres deep and has the biggest water-storing capacity in Peninsular Malaysia.
He said channelling water from Tasik Kenyir would cost less than channelling it from Sungai Pahang, which required installing pipes across the Main Range, with the cost estimated at RM5 billion.
He was speaking at the handing-over of letters for extension of land lease to 183 residents and land ownership titles to 27 settlers from Bukit Cherakah, here, today.
The menteri besar was responding to the statement by Agriculture and Agro-based Industry Minister Datuk Seri Noh Omar on Friday on concerns over the 2.4 per cent of treated water reserve left when it should be 20 per cent, and not over the raw water capacities of the dams in Selangor.
Abdul Khalid said the cost of installing pipes from Tasik Kenyir alongside the existing gas pipes from Terengganu to Selangor was estimated at RM700 million.
Tasik Kenyir, measuring 369 sq km, stores 13.6 billion cubic metres of water. It was built to generate hydroelectric power, with the power station at the Tasik Kenyir dam able to generate 400 megawatts of electricity for the country's needs.-- BERNAMA

Menteri Besar Selangor Tan Sri Abdul Khalid Ibrahim berkata, kurangnya pengetahuan mengenai isu air menyebabkan pemimpin Umno-Barisan Nasional (BN) memutar-belitkan isu ini demi politik dan menyelamatkan syarikat konsesi yang dimiliki kroni Umno.
Sehubungan itu, beliau akan memberi penerangan lanjut mengenai isu bermula dari proses pengumpulan air mentah di empangan, disalurkan ke loji pembersihan sehinggalah disalurkan kepada pengguna di samping isu air tidak berhasil (NRW).
“Kita akan menerangkan secara terperinci langkah demi langkah untuk memberi kefahaman kepada rakyat dan pemimpin Umno-BN yang kita lihat kurang memahami isu sebenar.
“Kita juga akan tunjukkan perbandingan bagaimana negara lain menguruskan air secara profesional yang berlainan dengan negara ini yang lebih mengutamakan syarikat kroni,” katanya selepas merasmikan Sambutan Hari Guru anjuran Jabatan Agama Islam Selangor (JAIS) di Sabak Bernam, semalam.
Abdul Khalid berkata, penerangan lanjut ini akan dibuat oleh beliau selepas mesyuarat Majlis Mesyuarat Kerajaan Negeri (MMKN) pada Rabu ini.

Noh yang juga Timbalan Pengerusi Barisan Nasional Selangor berkata apa yang dibangkitkan oleh kerajaan persekutuan mengenai kadar rizab air di Selangor yang tinggal 2.4 peratus berbanding kadar sepatutnya pada 20 peratus ialah rizab air terawat bukannya kapasiti air mentah di tujuh empangan di Selangor.
Beliau berkata demikian pada sidang akhbar di sini hari ini bagi menjawab kenyataan Abdul Khalid yang mempelawa menteri persekutuan melawat empangan di Selangor bagi membuktikan air di negeri ini mencukupi.

Bernama:Negeri Sembilan Will Only Sell Water To Selangor If There Is A Surplus
Negeri Sembilan will only sell water to Selangor if there is a surplus in supply, said Menteri Besar Datuk Seri Mohamad Hasan.
He said Negeri Sembilan would not sell water if the supply was inadequate to meet the needs of the people in the state.
"We are now at the initial stage of negotiations with the National Water Services Commission (SPAN) as the commission wanted to buy water from the state to meet the water requirement in Selangor.
"SPAN is now negotiating with us and we are still waiting for the Ngoi-Ngoi plant to be operational by the middle of the year. This is because we want to ensure that the water supply in the Seremban district is sufficient before we commit to sell treated water to SPAN," he told reporters after chairing the weekly Exco meeting, here Wednesday.
He said the Ngoi-Ngoi plant, which was under construction, was expected to be able to produce between 55 and 60 million gallons of treated water per day while the existing Sungai Terip plant was also producing the same amount of treated water.-- BERNAMA

Bernama:Perak Government Inks Accord To Restructure Water Supply Services
Perak became the sixth state to sign the water supply services industry restructuring agreement Wednesday, allowing Pengurusan Aset Air Berhad (PAAB) to take over water-related liabilities worth RM999 million.
In return, water-related assets with the same value, will be transferred to PAAB for 45 years to enable the Perak Water Board to operate "asset light" and focus attention to improve service efficiency to the people in the state.
Deputy Prime Minister Tan Sri Muhyiddin Yassin witnessed the signing ceremony.
Fielding reporters' questions at the event, Perak Menteri Besar Datuk Seri Dr Zambry Abdul Kadir said about 92 per cent of the state government's loans would be written off following the agreement.--BERNAMA

NST:Khalid Dismisses Chin's Explanation
The Selangor government is insistent that Energy, Green Technology and Water Minister Datuk Seri Peter Chin Fah Ku can compel water concessionaires to agree to the state government's water industry restructuring plan despite the minister's assertion that he does not have the power to do so.
Menteri Besar Tan Sri Abdul Khalid Ibrahim yesterday dismissed Chin's explanation that as minister, he could only use his power to take over the water supply from concessionaires during an emergency.
"There is no clause which says that in the Water Services Industry Act (WSIA) 2006," he told a press conference after chairing the state executive council meeting here.
He said Chin's statement showed that he had no confidence in his power as a minister.
"As a federal minister in charge of water issues, he has full power to ensure concessionaires seek a holistic solution to the restructuring plan as stated in section 191(5) of the WSIA. The minister has power on the basis of public interests to resolve this problem by instructing the companies to cooperate with the state government for the restructuring plan."

Datuk Seri Peter Chin Kah Fui insisted today that he cannot solve the stalemate over the transfer of Selangor’s water assets despite the Pakatan Rakyat (PR) state government threatening to sue him.
Mentri Besar Tan Sri Khalid Ibrahim has said he would bring the energy, green technology and water minister to court if he refuses to use his ministerial powers to take the statutory transfer of the state’s water assets to international arbitration.
“Bringing me to court is not going to solve the matter because the minister has no right to terminate the water concessionaires’ contract. It is up to him (Mentri Besar Tan Sri Khalid Ibrahim) if he wants to bring me to court.
“My power is only to co-ordinate and ensure there is constant supply of water,” Chin (picture) told reporters today.
The PKR-led Selangor administration has tussled with water concessionaires in the state and Putrajaya over the valuation of assets such as pipelines, dams and treatment plants since PR took over Selangor in 2008.

Bernama:"I've No Power To Ask Water Concessionaires In Selangor To Agree," Says Peter Chin
Energy, Green Technology and Water Minister Datuk Seri Peter Chin Fah Kui says he has no power to ask the water concessionaires in Selangor to agree to the water industry restructuring plan proposed by the state government.
"As a minister, I can only use my power to take over water supply from the concessionaires during an emergency, like there is a critical water shortage," he told reporters after opening Sirim QAS International Sdn Bhd Energy Efficiency Testing Lab in Section 16 here Tuesday.
Menteri Besar Tan Sri Abdul Khalid Ibrahim said recently he hoped Chin would use his ministerial powers under the Water Services Industry Act 2006 to ensure the water concessionaires would agree to the state government's water industry restructuring plan.
Asked on a media portal report today that Khalid would bring Chin to court for refusing to exercise his powers to break the deadlock in the water restruturing plan negotiations, he said: "It was up to him."

"As a minister, I can only use my power to take over water supply from the concessionaires during an emergency, like there is a critical water shortage," he told reporters after opening Sirim QAS International Sdn Bhd Energy Efficiency Testing Lab in Section 16 here Tuesday.
Menteri Besar Tan Sri Abdul Khalid Ibrahim said recently he hoped Chin would use his ministerial powers under the Water Services Industry Act 2006 to ensure the water concessionaires would agree to the state government's water industry restructuring plan.
Asked on a media portal report today that Khalid would bring Chin to court for refusing to exercise his powers to break the deadlock in the water restruturing plan negotiations, he said: "It was up to him."

The Energy, Green Technology and Water Ministry will not use force to push for the building of the Langat 2 water treatment plant for now, said Minister Datuk Seri Peter Chin Fah Kui.
"I prefer that this matter be settled in an amicable manner.
"It has always been my priority to discuss this issue with the Selangor government and I hope we will work something out soon," he told theSun today.
Chin was responding to calls by various parties that the federal government force the Selangor government to build the Langat 2 treatment plant in Bukit Serdang to serve the long-term needs of the state's population.
Water reserve levels in Selangor are at an alarming 3% to 5%, far below the appropriate level of 20%, but Selangor has yet to give the nod to build the plant.
The Langat 2 project, which was approved by the federal government at a cost of RM3.94 billion, is expected to treat around 1.9 billion litres of water for Selangor, Putrajaya and Kuala Lumpur until 2025.

Selangor kini mengalami masalah air yang genting disebabkan kadar rizab air di negeri ini kini hanya tinggal 2.4 peratus berbanding kadar yang sepatutnya serta dikhuatiri berpanjangan sekiranya Kerajaan Negeri masih enggan melaksanakan Projek Loji Rawatan Air Langat 2.
Perdana Menteri, Datuk Seri Najib Tun Razak berkata, keadaan itu menyebabkan pelabur luar tidak dapat menjalankan aktiviti perindustrian di negeri ini.
“Masalah air adalah masalah yang perlu dipandang serius. Ianya akan menjejaskan semua semua urusan seperti usahawan mikro, kecil dan sederhana, apatah lagi urusan syarikat-syarikat besar yang akan meninggalkan impak yang lebih besar.
“Apabila kerajaan negeri tidak menyimpan air dalam kadar yang ditetapkan, ia akan membantutkan urusan dan pembangunan kilang-kilang. Untuk mengelak perkara itu, mereka sepatutnya meneruskan Projek Langat 2 bagi mengatasi masalah air ini,” katanya ketika merasmikan Himpunan Usahawan Mikro, Kecil dan Sederhana – Jom Niaga dan Skim Pengkomersialan Inovatif Patuh Syariah di Kompleks Kumpulan Media Karangkraf, semalam.

Bernama:Selangor Government To Abide By Sultan's Order Not To Politicise Water Issue
The state government will abide by the order of the Sultan of Selangor, Sultan Sharafuddin Idris Shah not to politicise the water issue in the interest of the people and development in the state.
Menteri Besar Tan Sri Abdul Khalid Ibrahim said the state government respected the Sultan's statement on the water issue and would use his views as a guideline to enhance the effectiveness of the state's administration.
With that, he hoped the state's water industry restructuring could be completed as provided for under the Water Services Industry Act 2006 which allowed the state government to take over water management.
He was speaking to reporters after chairing a state executive council meeting, here, Wednesday.-- BERNAMA

The PAS Kelantan government has been urged to hand over water supply services to the National Water Services Commission (SPAN) to address supply problems faced by the people.
Kelantan People's Action Council (MTRK) president Azmi Ali said the people had been plagued with water supply problems since PAS ruled the state in 1990.
"After more than 20 years of rule, the PAS state government still failed to supply adequate water to the people," he said in front of about 500 protesters demanding the Kelantan government to handover water supply to SPAN, here Saturday.-- BERNAMA
