The Selangor government’s latest RM9.65 billion offer is derived in parts from the book value of the water assets held by the concessionaire, a spokesperson said.
This means that it is not valued using the discounted cash flow (DCF) method which takes into account future earnings from scheduled tariff hikes during the concession period, for distributor Syarikat Bekalan Air Selangor (Syabas), which the state is contesting.
“The value was derived after imputing a 12 percent annual return on equity and taking into consideration the outstanding water-related liabilities as well as the book value of the water assets.
“In the event that (the concessionaires) dispute the price, they can refer the matter to international arbitration, the result of which the state government is prepared to accept,” the state official said.
Analysts following the issue say that this use of book value as opposed to DCF, generally means that the total valuation will be lower than expected.

In October last year, residents at several suburbs in Selangor woke up to dry taps. What followed was another episode in the four-year wrangling over the water industry in the state.
Pointing their fingers at one another was water distribution concessionaire Syarikat Bekalan Air Selangor (Syabas) and the state government. But whose fault was it?
Subramaniam Pillay is an economist who worked on the earlier offers made by the Pakatan Rakyat-led Selangor government to consolidate the fragmented industry. Mismatch between what the state is willing to offer and what the concessionaires are willing to accept has led to the stalemate hogging headlines today.
But Subramaniam says that the story of how the water industry became fragmented in the first place is the story of the original sin. This story, he says, begins in 1994 with the first bite of the privatisation apple.

Water concessionaire Puncak Niaga Holdings Bhd has sent a letter to the Selangor government seeking clarification on certain aspects of the offer made by the state, for its assets.
“We haven’t finalised anything yet. Only after the clarifications are made can we decide on whether to sell or not. We have a few things to clarify, only then can we decide… It’s still early,” Puncak’s executive chairman and controlling shareholder Rozali Ismail told KiniBiz.

Rotting pipes, crumbling roofs over treatment plants, overworked pumps that break down and worst of all, not enough treated water for domestic and industrial users.
The Selangor water situation is in a mess.
The state government is holding up permission for four concessionaires to get funds to fix these problems because it is bent on taking over the companies.

Selangor Exco, Dr Yunus Hairi said that allegations that there will be water disruptions after the dissolving of the Selangor State Assembly and Parliament when Umno-BN uses the water issue as a political campaign in the 13 General Elections (GE-13) to snatch Selangor.
“The State Government is ready with plans such as preparing water tankers which will be implemented with cooperation from local authorities,” said Dr Yunus.
He said this during an explanation of the water issue which was held here at Dewan Seri Bernam.
Dr Yunus added that the provision of free water for these five years under the administration of Pakatan Rakyat in Selangor proves that the coalition safeguards the welfare of the people.

Bernama:Puncak Niaga Will Study Takeover Offer
Puncak Niaga Holdings Bhd will study the offer by Kumpulan Darul Ehsan Berhad (KDEB) to takeover Selangor's water industry, said the company's executive chairman Tan Sri Rozali Ismail.
Rozali said the company's subsidiaries, Puncak Niaga (M) Sdn Bhd and Syarikat Bekalan Air Selangor Sdn Bhd (Syabas) had received the offer letters from KDEB yesterday, on behalf of the Selangor state government.
"We will study the offer thoroughly and consult the board of directors, minority share holders, financial institutions and parties with interests in the companies, before making a decision," he said in a statement.
Puncak Niaga also needed to get the view of the Federal government in its capacity as the golden share holder in Syabas, he said.

Harakah:S'gor tawar RM9.65 bilion ambil alih pengurusan air
Kerajaan Negeri Selangor melalui Kumpulan Darul Ehsan Berhad (KDEB) membuat tawaran bernilai RM9.65 billion bagi memulakan proses pengambilalihan syarikat-syarikat konsesi air di negeri itu.
Menteri Besar Tan Sri Abdul Khalid Ibrahim berkata, nilai tawaran itu telah diputuskan dalam mesyuarat exco hari ini dan surat tawaran kepada Syarikat Bekalan Air Selangor Sdn Bhd (Syabas), Puncak Niaga Sd Bhd, Konsortium Abass Sdn Bhd dan Syarikat Pengeluar Air Selangor Holding (Splash) akan dikeluarkan secara rasmi oleh KDEB petang ini.
"Kerajaan Negeri juga berpandangan tawaran tinggi yang kita berikan ini adalah untuk menyelesaikan masalah penswastaan air yang ternyata gagal memberi perkhidmatan cemerlang kepada rakyat dan berharap semua pengusaha air temasuk Tan Sri Rozali Ismail tidak memprejudiskan usaha ini.
"Kita juga yakin tawaran ini tidak akan merugikan syarikat-syarikat berkenaan kerana jumlah ini merupakan pulangan 12% setahun terhadap ekuiti – yang mereka miliki berbanding dengan pulangan lazim bagi industri air iaitu hanya 6%. Tambahan pula segala liabiliti akan juga diambil alih oleh KDEB menerusi Special Purpose Vehicle," katanya dalam satu kenyataan.

Harakah:Air S'gor: Tempoh 14 hari tamat, mesyuarat exco putus esok
Kerajaan Negeri Selangor akan mula mengambil langkah drastik berhubung pengambilalihan air negeri itu selepas tempoh 14 hari kepada kerajaan pusat tamat semalam.
Menteri Besar Tan Sri Abdul Khalid Ibrahim berkata, langkah-langkah tersebut akan diumumkan selepas majlis mesyuarat kerajaan negeri bermesyuarat esok.
“Kerajaan Negeri sudah buat tawaran mengenai perkara ini.
“Kelulusan akan dibuat dalam mesyuarat exco sebelum diumumkan kepada pihak awam,” katanya semalam.
Kelmarin, Abdul Khalid berkata kerajaan negeri akan mengemukakan tawaran pengambilalihan operasi pengurusan bekalan air di negeri itu kepada semua syarikat konsesi mulai minggu hadapan.
Menteri Besar Tan Sri Abdul Khalid Ibrahim berkata, langkah-langkah tersebut akan diumumkan selepas majlis mesyuarat kerajaan negeri bermesyuarat esok.

"I doubt this thing can happen," he said referring to Selangor Chief Minister Tan Sri Khalid Ibrahim's announcement on Feb 6 that the state will take over the water services within 14 days.
He said the take-over can only happen with the approval of the Federal Government or a court order.
Another possibility is if the state has completed some negotiations (with the water concessionaires) which he does not know of, Chin said.
"I have no information. I do not see how he (Khalid) can physically take over (the water services)," he told reporters on the sidelines of Tenaga Nasional Bhd's Chinese New Year celebrations here.

Tun Dr Mahathir Mohamad is still active
and continues to work although already having retired almost 10 years as
Prime Minister of Malaysia.
Although his age is almost reaching 88 years (Date of Birth - July 10, 1925), the former prime minister goes to his office each working day while on weekends, delivers talks when invited to do so.
He also actively writes, in his Che Det blog besides contributing articles to The News Straits Times and Utusan Malaysia.
In an interview with Bernama journalists Abdul Aziz Harun, Massita Ahmad, Zairulliati Mali and Prem Kumar Panjamorthy at his office here recently, Dr Mahathir shared his thoughts and hopes on the importance of unity among the races in Malaysia, the upcoming general election, economic matters and the future of national automobile maker Proton, of which he is the advisor.

While Selangor, the country's premier
industrialised state, continues to attract both foreign and domestic
investments, imminent water shortages may undo its pace of developmemt
in the future, according to analysts.
If this happens, it is nothing short of an act of self-betrayal, they said, because a water crisis is predicted to happen by next year and is primarily due to the Selangor Government's blockage of the Langat 2 plant that the federal government has committed to building to treat raw water from Pahang, under a multi-billion ringgit, inter-state pipeline project.
This is also compounded by the state government's denial of approval for the much-needed capital expenditure to main water distributor, Syabas, to upgrade facilities.
Selangor's chairman of the Permanent State Committee for Investments, Industrialisation and Trade Teresa Kok said, 211 manufacturing projects for the state were approved in the January-October period last year, with total investments of RM10.5 billion.

Harakah:Air: Selangor siap hantar tawaran kepada konsesi
Tempoh 14 hari untuk Kerajaan Persekutuan memberi
maklum balas kepada hasrat Kerajaan Negeri Selangor mengambil alih

Beliau menambah, urusniaga sepatutnya tidak boleh berpaksikan keuntungan semata-mata sebaliknya kebajikan rakyat juga perlu diberi keutamaan.
“Oleh itu, kita menyeru Kerajaan Persekutuan untuk bertindak secepat mungkin memandangkan isu penyusunan semula industri air ini melibatkan kepentingan rakyat,” kata Menteri Besar, Tan Sri Abdul Khalid Ibrahim.

MalaysianInsider:In PKR, concerns about MB’s tack on Selangor water woes
The Selangor mentri besar was asked on Wednesday to be faster and more proactive in solving the state’s water supply problems, amid predictions by PKR members that large-scale sabotage will be carried out in the Election 2013, a source from the party has said.
According to the source, the ruling Barisan Nasional (BN) coalition is expected to use the issue to attack Selangor’s Pakatan Rakyat (PR) administration led by Tan Sri Abdul Khalid Ibrahim.
The PKR political bureau member told The Malaysian Insider that discussions in meetings attended by Khalid were related to the water crisis and on the RM120 million financial aid for Syarikat Bekalan Air Selangor (SYABAS) announced by the Prime Minister Datuk Seri Najib Razak recently.
“Last night MB Abdul Khalid was also present, so, many matters that were discussed last night involves the water crisis in Selangor.
“This water issue will be the main modal (capital) for Umno and Barisan Nasional in its campaign in Selangor. Najib’s recent move in announcing financial aid clearly shows this water issue will be played by them until elections,” the source said.

Sometimes it seems like it doesn't pay to do the right thing. In an effort to end the long-running Selangor water crisis, the Federal Government has rolled up its sleeves and swung into action to take charge of the shambles.
First off it announced plans to enact the long-term solution – the Langat 2 treatment plant, a project that has been stalled by inertia on the part of the PKR-led state government.
Then, just last week, Prime Minister Datuk Seri Najib Razak personally oversaw the payment of RM120 million to water concessionaire Syabas to help it solve the recurrent problems relating to maintenance and equipment saying "we don't want Selangor people to continue being victims."
Although this was the Federal Government effectively saving the skin of the state government after all its dithering, you wouldn't expect Menteri Besar Tan Sri Abdul Khalid Ibrahim to do anything as humble as thank the PM. But you also wouldn't expect Pakatan Rakyat to thumb their nose at the gesture either.

Harakah:RM3,410,000,000 spent to bail out SYABAS
The latest RM120 million ‘additional allocation’ to Syarikat Bekalan Air Selangor (SYABAS) has pushed the total bailout provided by the BN government to the embattled water concessionaire to a staggering RM3.41 billion since December 2009.
“It is clear to all Malaysians that the BN Government would rather continue to keep Syabas afloat by keeping the company on life-support with billions of ringgit of the rakyat’s money to protect it’s crony’s profit and interests,” said Petaling Jaya Utara member of parliament Tony Pua.
Pua said the recent RM120 million allocation to SYABAS as announced by prime minister Najib Razak was proof of the company's incompetence, and vindicated the Selangor state government of accusations that it caused the recent water crisis.
“It has nothing to do with the shortage of raw water which requires immediate water transfer from Pahang via the exhorbitant RM9 billion Langat 2 project,” said Pua.
He added that the crisis was the result of a deliberate under-investment by SYABAS to upgrade its infrastructure which includes water treatment plants, additional treated water capacity and upgrading old and broken pipes.

NST:Damaging results to Selangor water supply buffer
The consequences to the water supply buffer in Selangor may be damaging if all 430 projects in the state that were supposedly stalled have been given the green- light.
In saying this, Selangor Barisan Nasional coordinator Datuk Seri Mohd Zin Mohamed added that the success of projects in the state depended on the state's water reserve.
Projects given the green light needed to be wary as it may only be a short term solution, he said.
"According to our calculation, some areas in Selangor are fluctuating between 1.5 and 2 per cent water buffer, which is way below the industry standard of 20 per cent.
"This buffer is sure to dip if there is a dry spell and this will in turn affect running projects," he told a press conference at Bangunan Umno Selangor today.
He was commenting on Prime Minister Datuk Seri Najib Razak's statement on Sunday that 430 projects in Selangor had been postponed because of the water supply problem.

The federal government should support Selangor’s water restructuring exercise instead of giving state water concessionaire Syabas RM120 million in financial aid, said Selangor Menteri Besar Khalid Ibrahim.
He said the water restructuring exercise would give a wholesome solution to the state’s water issues, whereas Syabas has failed to manage the state’s water resources properly.
“History has shown that although Syabas had received a soft loan from the federal government, but the company that has received a 30-year concession to manage water in the Klang Valley, still failed to reduce the percentage of non-revenue water (NRW), which now stands at 33 percent,” he said in a statement today.
He was responding to Prime Minister Najib Abdul Razak’s speech yesterday, who boasted that he approved an RM120 million allocation on top of the existing RM606 million, to help relieve the state’s water issues.

Pua pointed out that the RM120 million for Syabas has proven that the Selangor and Kuala Lumpur water crisis had nothing to do with the shortage of raw water, which would require immediate water transfer from Pahang via the exhorbitant RM9 billion Langat 2 project.
“Instead, it proves that the crisis was a result of a deliberate under-investment by Syabas to upgrade its treatment plants, build additional treated water capacity as well as to repair and replace old and broken pipes.
