Selangor Water MoU Irrevocable Even If Anwar Becomes MB - Muhyiddin

The memorandum of understanding (MoU) on restructuring of the Selangor water supply industry, signed between the federal and state governments, is irrevocable even if opposition leader Datuk Seri Anwar Ibrahim becomes Menteri Besar of Selangor.

Deputy Prime Minister Tan Sri Muhyiddin Yassin said this matter was contained in the MoU and it was the federal and state governments' obligation not to amend or alter the MoU in whatever situation.

Therefore, he said, the Langat 2 Water Treatment (Langat 2) project, which had received the development order, would go on until completed.

"The people will feel relieved as the project will proceed without interruption and we hope it will be completed as scheduled so that water sourced from Pahang can flow to Selangor, Kuala Lumpur and Putrajaya," he said after a walkabout at the Kwan Tung business centre in Sungai Chua, here, Friday.

Kebas air RM656,000

Ketika rakyat Selangor mengalami krisis air hingga arahan catuan keperluan asas itu dikeluarkan Isnin lalu, sebuah gudang di Jalan Pelabuhan Klang, di sini pula sanggup ‘merompak’ keperluan asas berkenaan apabila mereka melakukan penyambungan haram dari paip utama milik Syarikat Bekalan Air Selangor (SYABAS).

Lebih mengejutkan kejadian yang baru dibongkarkan semalam itu bukan baru berlaku sehari dua malah sudah berlanjutan sejak enam tahun lalu mengakibatkan syarikat utiliti berkenaan mengalami kerugian sebanyak RM656,000.

Perbuatan kilang menyimpan baja itu dikesan hasil risikan Unit Penguatkuasaan SYABAS sebelum satu serbuan dilakukan sepasukan anggota penguat kuasa syarikat berkenaan kira-kira jam 12 tengah hari semalam.

Khalid Akan Dipanggil Perjelas MoU Air Selangor Kepada Anwar - Azmin

Menteri Besar Selangor, Tan Sri Abdul Khalid Ibrahim akan diminta untuk memperjelaskan mengenai butiran penuh Memorandum Persefahaman (MoU) di antara Kerajaan Selangor dan Kerajaan Persekutuan berhubung projek loji rawatan air Langat 2.

Timbalan Presiden Parti Keadilan Rakyat (PKR), Azmin Ali berkata, Menteri Besar akan dipanggil untuk memberi taklimat kepada Ketua Pembangkang, Datuk Seri Anwar Ibrahim sebaik sahaja beliau pulang dari Jepun.

"Kami mahu mendengar cerita di pihak Khalid kerana ramai yang masih tidak mengetahui mengenai butiran berkenaan. Kita bimbang sama ada akan terdapat kenaikan harga tarif air dan sama ada masih terdapat air percuma bagi Selangor," katanya pada Khamis.

Beberapa Pemimpin PKR Mahu Tetapkan Nilai Aset Air - Khalid

Menteri Besar Selangor, Tan Sri Khalid Ibrahim mendedahkan bahawa terdapat pemimpin-pemimpin parti dari Parti Keadilan Rakyat (PKR) cuba untuk mempengaruhi terhadap penilaian aset air di negeri itu.

Beliau berkata, beberapa pemimpin parti telah memperkenalkannya kepada beberapa pihak yang cuba untuk membuat kes mereka mengenai mengapa penentuan harga aset air perlu lebih tinggi.

"Saya pernah menjadi pegawai bank pelaburan sekian lama bahawa saya melihat prinsip penilaian itu sebelum menentukan harga (aset). Saya berpendirian dengan prinsip saya mengenai penilaian dan menetapkan harga pada RM9.65 bilion.

"Mereka ini mahu menetapkan harga dan mahu penilaian untuk memberikan justifikasi pada harga mereka," katanya dalam temuramah bersama The Star pada Khamis.

Khalid juga menjelaskan mengapa mekanisme daripada perjanjian itu tidak dapat didedahkan kepada pihak dalaman mahupun di luar parti sebelum perjanjian itu ditandangani bersama Kerajaan Persekutuan pada Rabu.

RM1.5 Million Lost Due To Water Theft Since Early This Year - Syabas

Syarikat Bekalan Air Selangor (Syabas) has lost about RM1.5 million due to 45 cases of water theft since January this year, the majority of which were in commercial areas.

Syabas projects and non-revenue water executive director Yusof Badawi said the department had taken action against those involved in all the cases, including enforcement action to reclaim lost revenue.

"According to the records, Syabas has received and investigated 481 cases of water theft. Out of this, 45 were classified as genuine with loss of water estimated at 746,000 cubic metres (m3)," he told reporters after a raid and disconnection exercise of illegal pipes at a fertilizer warehouse in Port Klang, here Thursday.

Yusof said stealing water from the Syabas main pipes at a time when there was shortage of water would only worsen the situation as it could lead to wastage and affect the water supply.

Langat 2 MoU Brings Relief To People, Investors

The memorandum of understanding (MoU) between the Federal and Selangor governments in Putrajaya yesterday, in connection with the restructuring of the water industry in Selangor has given new hope to Klang Valley residents, as well as investors and property developers in the state.

The MoU is proof that the Federal Government and the Selangor Government are capable of sitting at the same table to resolve the problems of the people - despite their different political ideologies.

People in Kuala Lumpur, Selangor and Putrajaya who dreamt of a comfortable life with uninterrupted supply of clean water, and investors who want their projects to continue because there is sufficient treated water can now heave a sigh of relief.

Construction Of LRAL2 To Start 30 Days After Tender Is Given - Ongkili

The construction of first phase Langat 2 Water Treatment Plant and Distribution System (LRAL2) will start 30 days after the award of tender to the contractor next week.

Delayed since 2008, LRAL2 has to be completed soon to ensure adequate supply of treated water in Selangor, Kuala Lumpur and Putrajaya until 2025.

Energy, Green Technology and Water Minister, Datuk Seri Dr Maximus Ongkili said excavation work for the 44.6 km tunnel to transfer raw water from Sungai Semantan in Pahang to Sungai Langat in Selangor is 90 percent completed.

"After getting the land and planning approval yesterday, the federal government mobilised all relevant agencies to hasten construction work," he told reporters after laying the stone to mark completion of the Pahang-Selangor Raw Water Tunnel near here, today.

Paras Air Empangan di Selangor Bertahan 70 hingga 172 hari

Paras air mentah di tiga empangan utama di Selangor hanya mampu bertahan untuk tempoh 70 hingga 172 hari lagi berikutan cuaca panas dan kering yang melanda negara sejak awal bulan ini.

Empangan Klang Gates hanya mampu bertahan selama 70 hari sementara Empangan Sunga Langat selama 84 hari dan Empangan Tasik Subang selama 172 hari.
       

Penstrukturan Air Berita Baik Buat Warga Pangsapuri S'gor

Penstrukturan semula industri air di Selangor memang ditunggu-tunggu oleh rakyat negeri itu, khususnya penduduk pangsapuri, kata Exco Kerajaan Negeri, Iskandar Samad.

Beliau berkata, penstrukturan air ini akan menyelesaikan banyak masalah melibatkan bekalan air di pangsapuri-pangsapuri sekitar Selangor.

"Apabila industri tersebut diuruskan sendiri oleh Kerajaan Negeri maka kerajaan boleh membuat keputusan-keputusan yang secara langsung dapat menyelesaikan banyak masalah rakyat.

"Contohnya dalam usaha untuk memastikan penduduk pangsapuri mendapat air percuma dengan melakukan migrasi dari meter pukal kepada meter individu, Kerajaan Negeri terpaksa berunding dengan Syabas agar syarat-syarat migrasi ini dapat permudahkan," kata beliau yang juga Pengerusi Jawatankuasa Tetap Perumahan, Pengurusan Bangunan dan Peneroka Bandar.

Pusat sedia suntik dana kepada Selangor beli syarikat konsesi air

Kerajaan Pusat bersedia menyuntik dana tambahan membantu Selangor mengambil alih empat syarikat konsesi air sekaligus menjadi badan tunggal menguruskan perkhidmatan bekalan air di negeri itu.

Empat syarikat konsesi tersebut yang ditawarkan adalah Puncak Niaga Sdn Bhd (PNSB), Syarikat Bekalan Air Selangor (Syabas), Syarikat Pengeluar Air Selangor Sdn Bhd (Splash), dan Konsortium ABBAS Sdn Bhd (Abbas).

“Kerajaan Persekutuan bersedia untuk menyuntik dana tambahan untuk membantu Kerajaan Negeri Selangor mengambilalih syarikat konsesi air dan seterusnya membenarkan Kerajaan Negeri Selangor menguruskan perkhidmatan bekalan air di negeri tersebut melalui suatu syarikat milik Kerajaan Negeri

No Water Rationing In Kedah

 Kedah will not impose water rationing in the near future because there is sufficient supply of raw water to be distributed to the people and meet the state's water demands, said state Water Resources Board director Dr Fadzil Abdul Kadir.

He said the water level at the three main dams on the mainland, namely Empangan Pedu, Muda and Ahning in the Padang Terap district was at the normal stage.

"(In Langkawi) the Padang Saga dam recorded 18.05 metres compared to the minimum level of 18.50 metres but the Malut dam can supply water to the residents.

"It is not necessary to ration water or conduct cloud-seeding to produce rain because the main dams have adequate water," he said when contacted here today.

Dr Fadzil said, last Feb 22, 17 millimetres of rainfall was recorded in the vicininty of the Muda dam while rain was forecast to fall in mid-March.

The water level at Pedu dam recorded today was 200 metres (mimimum level is 61.5 metres, Muda dam 93.84 metres (82.2 metres) and Ahning dam 103.98 metres ( 72.8 metres).-- BERNAMA

LRAL2 Ready By 2017 - Ongkili

The construction of the Langat 2 Water Treatment Plant (Langat 2) and its distribution system (LRAL2) is expected to be ready by 2017, said Energy, Green Technology and Water Minister Datuk Seri Dr Maximus Ongkili.

He said the Selangor state government would issue a development order for the construction of the LRAL2 today and all the approvals related to the project development would be approved within 30 days from the date the memorandum of understanding (MoU) on it was signed.

"The authorisation for the first six projects have just been submitted and work will start as soon as possible.

"LRAL2 is expected to be completed in less than 39 months or three years. During that time, a mitigation project needs to be undertaken and the state government needs to have a supplementary programme," he told a media conference after the MoU signing ceremony between the federal government and Selangor state government on the restructuring of the water industry in Selangor, here today.

Selangor Government To Implement Three Main Tasks While Awaiting Langat 2

The Selangor state government will be implementing three main tasks to ensure adequate clean water supply while awaiting the completion of the Langat 2 Water Treatment Plant, including carrying out a RM900 million mitigation programme provided by the federal government.

Menteri Besar Tan Sri Abdul Khalid Ibrahim said apart from the mitigation programme, the state government would start the Hybrid Off River Augmentation System (Horas) project in Sungai Selangor which has the capacity to supply between 600 and 700 million litres per day (MLD) of clean water or three billion litres by 2050.

"The ground-breaking ceremony for the project will be held in two weeks. Apart from that, the state government will also reduce non-revenue water (NRW) from 33 per cent to a lower level in six months," he said in a statement here today.

The federal government and the Selangor state government today signed a Memorandum of Understanding (MoU) to restructure the water industry in the state which became protracted from 2008.

Selangor Water Industry Restructuring Gets The Thumbs Up

Steps to restructure the Selangor water industry has been welcomed by various quarters as it will enable the water supply infrastructure in the state to be upgraded and ensure that treated water supply is channelled more efficiently at all times.

Describing it as the best move to solve the current water shortage in the state, Association of Water and Energy Research Malaysia (AWER) president S. Piarapakaran praised the action of the Selangor government, which finally agreed to the signing of a memorandum of understanding (MoU) with the federal government to enable the restructuring.

"So I hope that in the next few years, we can repair the infrastructure. Actually the water problem that we face is more inclined to an infrastructural problem and not weather-related," he told Bernama here.

Federal, Selangor Governments Sign MoU On State' Water Restructuring

The federal and Selangor governments have signed a Memorandum of Understanding (MoU) on the restructuring of the state's water supply industry which has dragged on for five years.

The federal government was represented by Energy, Green Technology and Water Minister Datuk Seri Dr Maximus Ongkili while the state government by Menteri Besar Tan Sri Abdul Khalid Ibrahim at the signing ceremony held at the Perdana Putra Complex here Wednesday.

The ceremony was witnessed by Prime Minister Datuk Seri Najib Tun Razak, Deputy Prime Minister Tan Sri Muhyiddin Yassin and the Chief Secretary to the Government Tan Sri Dr Ali Hamsa.

Under the MoU, the state government will issue a development order for the construction of the Langat 2 Water Treatment Plant (Langat 2) and its distribution system (LRAL2) (Package 2A) effective today and ensure that all approvals and authorisations relating to the LRAL2 project approved within 30 days.

Syabas Kritik Khalid Isu Kekurangan Bekalan Air Selangor

Syarikat konsesi air, Syarikat Bekalan Air Selangor (Syabas) "berterima kasih" kepada Menteri Besar, Tan Sri Abdul Khalid Ibrahim kerana mengakui keadaan sebenar paras air di Selangor, sambil menambah bahawa Khalid tidak sepatutnya mengelirukan orang ramai mengenai isu bekalan air di negeri itu.

"Syabas berterima kasih kepada Menteri Besar kerana akhirnya mengaku dan memberitahu tentang kebenaran mengenai kekurangan air yang berlaku di Selangor, walaupun beliau menafikan perkara ini banyak kali sebelum ini, dengan mengatakan bahawa bekalan air yang tidak cekap untuk pengguna," kata Pengarah Eksekutif Pembangunan Teknikal Syabas, Ir V. Subramaniam.

SPAN Approves Second Phase Of Scheduled Water Distribution In Selangor

The National Water Services Commission (SPAN) has approved the application for the second phase of scheduled water distribution in Selangor starting Sunday.

SPAN chairman Datuk Ismail Kasim said the second phase of scheduled water distribution would be carefully done considering the large number of people and areas involved.

"Syabas will announce details of the second phase of scheduled water distribution in Selangor latest by Friday," he said in a statement Tuesday.

Catuan Air: Krisis Syabas-Selangor Berterusan

Krisis antara Syarikat Bekalan Air Selangor (Syabas) dengan kerajaan Selangor berterusan apabila Menteri Besar Tan Sri Abdul Khalid Ibahim menyalahkan pemegang konsesi itu sebagai punca kekurangan bekalan air yang dihadapi penduduk sejak minggu lalu.

Menurut Abdul Khalid, jadual pengagihan air sepatutnya dilaksanakan oleh Syabas pada minggu lalu menerusi Pelan Tindakan Kecemasan supaya pengguna boleh membuat persiapan awal.

“Namun, Syabas sehingga kini gagal mengemukakan pembentangan pelan penjadualan pengagihan.

Selangor Water Rationing Will Not Affect Tourism Industry - Nazri Aziz

The Tourism and Culture Minister Datuk Seri Mohamed Nazri Abdul Aziz is optimistic that the tourism industry will not be affected by the water rationing which to be enforced in Selangor from tomorrow.

Instead, he said the ministry was confident that the target of having 28 million tourist arrivals in conjunction with the Visit Malaysia Year (VMY) 2014 would be achieved.

"Normally, people who come here for holiday would have booked (their flights and accommodations) three months in advance and I don't think that just because the (water rationing) announcement, they will cancel their visits to Malaysia...only natural disaster will give such an impact.

Salahkan Kemarau, Syabas Tak Proaktif - Rafizi

Syarikat Bekalan Air Selangor (Syabas) didakwa tidak proaktif dalam membantu rakyat negeri Selangor apabila berlaku krisis air selain banyak menyalahkan faktor semulajadi termasuk kemarau.

Pengarah Strategi PKR Rafizi Ramli berkata, Syabas seolah-olah membuat serangan politik terhadap kerajaan Pakatan Rakyat Selangor dengan menganggu bekalan air yang berterusan.

Tambahnya yang tidak boleh menerima alasan Syabas  bahawa paras ammnonia yang tinggi dalam loji pembersihan air boleh dikurangkan apabila berlakunya hujan.

"Apabila berlaku keadaan seperti ini, Syabas hanya mengharapkan hujan turun. Kenapa perlu tunggu hujan turun?

MB: Penjadualan Air Seluruh Selangor, Pastikan Bekalan Berterusan

Program penjadualan air di seluruh Selangor akan dilaksanakan bermula esok bagi memastikan bekalan air berterusan di negeri itu yang dibahagikan kepada dua zon.

Menteri Besar, Tan Sri Abdul Khalid Ibrahim, berkata penjadualan air itu melibatkan tempoh selama dua hari sesuatu zon menerima bekalan air dan dua hari satu zon tiada bekalan air secara bergilir.

Katanya, penjadualan itu lebih menumpukan kepada kawasan  yang menerima kesan daripada penutupan empangan akibat pencemaran yang berlaku baru-baru ini.

“Mulai esok, setiap pemegang meter air akan terima air secara berjadual, iaitu dua hari rumah itu akan dapat, lepas tu dua hari kemudian tidak dapat bekalan air dan begitulah seterusnya secara bergilir-gilir.

“Penjadualan air ini akan berterusan supaya air di empangan negeri ini tidak banyak digunakan dan bekalan air boleh disimpan untuk dua bunan akan datang,” kata Abdul Khalid ketika ditemui pemberita selepas menghadiri Perhimpunan Bulanan Kreajaan Negeri, di sini.

Selangor To Enforce Water Rationing Tuesday

The Selangor government is to enforce water rationing throughout the state Tuesday to help areas where there has been water supply disruption since Feb 7, Menteri Besar Tan Sri Abdul Khalid Ibrahim said Monday.

He said water would be rationed in stages so that all areas would receive supply every two days.

"We pledge that every consumer will receive water, but it will be rationed to ensure supply every two days. In a week, consumers will receive water for four days," he told reporters after attending the monthly gathering of civil servants, here.

Khalid said the water rationing would go on until such time that the state government felt the need to discontinue it with the advent of the rainy season, most probably at the end of March.
